Abstract
ABSTRACT Unlicensed gold mining (PETI) in Merangin Regency is a serious problem that has negative impacts on the environment, social and economy. Local governments have an important role in addressing this illegal activity through effective policies and strategies. This research aims to analyze the regional government's strategy in preventing PETI in Merangin Regency and evaluate the factors that influence the implementation of this policy. The research approach used is a qualitative descriptive method with data collection through interviews, observation and document study. The research results show that the strategies implemented by the regional government include strengthening regulations, increasing field supervision, outreach to the community, and coordination with the police and related agencies. However, the implementation of this strategy still faces a number of obstacles, such as lack of public awareness, minimal resources for supervision, as well as limited budget and personnel. To increase the effectiveness of PETI prevention, it is recommended that local governments strengthen collaboration with law enforcement agencies, increase public education and awareness regarding the negative impacts of PETI, and expand alternative economic empowerment programs for affected communities. In conclusion, preventing PETI requires continuous efforts and synergistic cooperation between the government, society and related parties. Keywords: Strategy, Prevention, PETI (Gold Mining Without a License) INTISARI Penambangan emas tanpa izin (PETI) di Kabupaten Merangin menjadi masalah serius yang menimbulkan dampak negatif terhadap lingkungan, sosial, dan ekonomi. Pemerintah daerah memiliki peran penting dalam mengatasi aktivitas ilegal ini melalui kebijakan dan strategi yang efektif. Penelitian ini bertujuan untuk menganalisis strategi pemerintah daerah dalam pencegahan PETI di Kabupaten Merangin serta mengevaluasi faktor-faktor yang mempengaruhi implementasi kebijakan tersebut. Pendekatan penelitian yang digunakan adalah metode deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi, dan studi dokumen. Hasil penelitian menunjukkan bahwa strategi yang diterapkan oleh pemerintah daerah meliputi strategi komunikasi sosial melalui sosialisasi dan edukasi, koordinasi dan kerjasama dengan stakholder serta penegakan hukum. Namun, implementasi strategi ini masih menghadapi sejumlah kendala, seperti kurangnya kesadaran masyarakat, faktor ekonomi dan kemiskinan, serta keterbatasan infrastruktur dan minimnya sumber daya. Untuk meningkatkan efektivitas pencegahan PETI, disarankan agar pemerintah daerah memperkuat kolaborasi dengan lembaga penegak hukum, meningkatkan edukasi dan kesadaran masyarakat mengenai dampak negatif PETI, serta memperluas program pemberdayaan ekonomi alternatif bagi masyarakat yang terdampak. Kesimpulannya, pencegahan PETI memerlukan upaya berkelanjutan dan kerjasama yang sinergis antara pemerintah, masyarakat, dan pihak terkait.
