Abstract

Penelitian ini mengkaji representasi politisi perempuan di DPRD Kabupaten Batang Hari periode 2019-2024. Meskipun regulasi telah mendorong keterwakilan perempuan dalam politik, implementasinya masih mengalami berbagai tantangan. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi representasi politisi perempuan. Dengan teori keterwakilan politik menurut Anne Philips dan memanfaatkan metode kualitatif dan deskriptif, penelitian ini menggunakan teknik pengumpulan data seperti observasi, wawancara mendalam, dan studi dokumentasi. Informan penelitian meliputi anggota DPRD perempuan, petugas KPU, dan masyarakat Kabupaten Batang Hari. Hasil penelitian menunjukkan bahwa representasi politisi perempuan di DPRD Kabupaten Batang Hari secara kuantitatif relatif kecil, yakni hanya sebanyak 7 perempuan dari total 35 anggota. Dari segi representasi ide, politisi perempuan telah aktif mengajukan inisiatif kebijakan yang berpihak pada isu-isu perempuan dan anak, seperti program pemberdayaan ekonomi perempuan dan perlindungan anak. Namun, tingkat kehadiran mereka dalam rapat-rapat DPRD masih perlu ditingkatkan, dengan rata-rata kehadiran 70% dari total sesi rapat. Faktor-faktor yang mendorong termasuk kesadaran masyarakat yang lebih tinggi, regulasi yang mendorong partisipasi perempuan, dan kemajuan dalam teknologi informasi. Sementara itu, faktor penghambat mencakup budaya patriarki, keterbatasan akses pendidikan politik, dan persepsi masyarakat yang negatif. Hasil penelitian ini menunjukkan bahwa keterwakilan perempuan, tetapi juga menekankan bahwa keberhasilan tidak hanya ditentukan oleh jumlah, melainkan oleh kemampuan politisi perempuan membawa perubahan nyata. Peningkatan representasi politisi perempuan membutuhkan upaya komprehensif dari berbagai pemangku kepentingan, termasuk penguatan implementasi regulasi, peningkatan pendidikan politik, dan perubahan persepsi masyarakat terhadap kepemimpinan perempuan. This research examines the representation of female politicians in the Batang Hari Regency DPRD for the 2019-2024 period. Although regulations have encouraged the representation of women in politics, its implementation still faces various challenges. This research aims to analyze the factors influencing the representation of female politicians. By utilizing qualitative and descriptive methods, this research employs data collection techniques such as observation, in-depth interviews, and documentation studies. The research informants include female members of the Regional People's Representative Council (DPRD), KPU officers, and the community of Batang Hari Regency. The research results show that the representation of female politicians in the Batang Hari Regency DPRD is relatively small in quantitative terms, with only 7 women out of a total of 35 members. In terms of ideological representation, female politicians have been active in proposing policy initiatives that favor women's and children's issues, such as women's economic empowerment programs and child protection. However, their attendance rate in the DPRD meetings still needs to be improved, with an average attendance of 70% of the total meeting sessions. Factors that encourage include higher public awareness, regulations that promote women's participation, and advancements in information technology. Meanwhile, the inhibiting factors include a patriarchal culture, limited access to political education, and negative societal perceptions. This study concludes that increasing the representation of female politicians requires comprehensive efforts from various stakeholders, including strengthening the implementation of regulations, enhancing political education, and changing societal perceptions towards women's leadership.
