Abstract

Konflik Kelompok Tani masyarakat 9 Desa dengan dengan perusahaan PT. Dasa Anugrah Sejati (PT. DAS) adalah konflik yang bersumber dari tuntutan masyarakat atas kewajiban perusahaan PT. DAS sebagai perusahaan perkebunan kelapa sawit yang harus memperdayakan atau bermanfaat bagi masyarakat sekitar ijin Hak Guna Usaha (HGU) perusahaan PT. DAS dengan memberikan Fasilitas Pembangunan Kebun Masyarakat (FPKM) seluas 20% dari hak guna usaha. Akan tetapi penyelesaian konflik antara Kelompok Tani Masyarakat 9 Desa dengan Perusahaan PT. DAS melalui pola usaha produktif senilai Rp. 22 miliar ditolak Kelompok Tani Desa Badang yang tergabung dari Kelompok Tani 9 Desa. Penelitian ini bertujuan untuk menganalisis faktor penyebab penolakan dana usaha produktif dan proses penyelesaian konflik antara Kelompok Tani Desa Badang dengan perusahaan PT. DAS. Penelitian ini menggunakan Metode Penelitian Kualitatif Deskriptif dengan Teknik analisis data terdiri dari reduksi data, penyajian dan penarikan kesimpulan. Data yang digunakan dalam penelitian ini sekunder dan primer, dengan pengumpulan data yang dilakukan dengan observasi, wawancara dan dokumentasi. Adapun hasil penelitian menunjukkan bahwa faktor penyebab konflik ialah Faktor ketidak percayaan, kebutuhan manusia, dan perbedaan kepentingan, sama dengan faktor penyebab konflik yang dijelaskan Shimon Fisher. Adapun hasil penelitian ini iyaitu penyelesaian konflik secara alternatif antara Kelompok Tani Desa Badang dengan pihak Perusahaan PT. DAS melalui musyawarah sehuingga dapat dicapai kesepakatan antara kedua belah pihak. Abstract Conflict between farmer groups in 9 villages and the company PT. Dasa Anugrah Sejati (PT. DAS) is a conflict that originates from community demands regarding the obligations of the company PT. DAS as an oil palm plantation company must empower or benefit the community around the PT company's Business Use Rights (HGU) permit. DAS by providing Community Garden Development Facilities (FPKM) covering an area of 20% of the cultivation rights. However, the resolution of the conflict between the 9 Village Community Farmers Group and the Company PT. DAS through a productive business pattern worth Rp. 22 billion was rejected by the Badang Village Farmers Group which is part of the 9 Village Farmers Group. This research aims to analyze the factors causing the rejection of productive business funds and the process of resolving the conflict between the Badang Village Farmers Group and the company PT. watershed. This research uses a descriptive qualitative research method with data analysis techniques consisting of data reduction, presentation and drawing conclusions. The data used in this research is secondary and primary, with data collection carried out by observation, interviews and documentation. The research results show that the factors causing conflict are factors of distrust, human needs, and differences in interests, the same as the factors causing conflict explained by Shimon Fisher. The results of this research are alternative conflict resolution between the Badang Village Farmers Group and the Company PT. DAS through deliberation so that an agreement can be reached between the two parties.
