Abstract

Penelitian ini bertujuan untuk mengetahui apa yang menjadi problematika atau permasalahan Komisi Pemilihan Umum (KPU) Kota Jambi dalam upaya memenuhi hak politik bagi pemilih tunawisma pada Pemilihan Umum Tahun 2024. Sebagai warga negara, tunawisma memiliki hak politik yang seharusnya dijamin dan diakomodasi oleh penyelenggara pemilu. Namun dalam praktiknya, berbagai kendala administratif dan teknis kerap meghambat partisipasi kelompok ini. penelitian ini menggunakan kerangka teori politik inklusif dari Taufiqurrahman yang menyoroti dimensi aksesibilitas, representasi, kesetaraan hak, dan perlindungan partisipasi serta pendidikan politik sebagai dasar analisis pemenuhan poltik bagi pemilih tunawisma. penelitian ini menggunakan metode kualitatif deskriptif yang mengandalkan data primer dan sekunder yang diperoleh melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukan problematika yang di hadapi KPU Kota Jambi dalam ememnuhi hak politik tunawisma meliputi kesulitas pendataan akibat ketiadaan tempat tinggal tetap dan minimnya kepemilikan dokumen kependudukan. Hal ini berdampak pada rendahnya aksesibilitas pemilih tunawisma dalam proses pemilu dan menyebabkan mereka tidak terdata sebagai pemilih yang sah. Selain itu, kurangnya sosialisasi dan pendidikan politik yang menyasar kelompok tunawisma juga mengakibatkan rendahnya partisipasi mereka. Temuan lain juga menunjukan bahwa pemilih tunawisma masih menghadapi ketidaksetaraan hak dibandingkan kelompok pemilih lainnnya. Di sisi lain, kendala administratif dan operasional juga membatasi KPU dalam pemunuhan hak politik tunawisma, termasuk minimnya reglasi khusus, sosialisasi yang belum merata, serta belum adanya koordinasi lintas sektor untuk memastikan bahwa hak politik pemilih tunawisma dapat terpenuhi secara optimal, permasalahan inilah turut menghambat upaya inklusivitas politik belum terwujud. kata kunci: Hak Politik, Tunawisma, Politik Inklusif This study aims to determine the problems or issues faced by the Jambi City General Election Commission (KPU) in efforts to fulfill the political rights of homeless votters in the 2024 Election. As citizens, homeless people have political rights that should be guanranteed and accommodated by election organizers. However in practice, various administrative and technical obstacles often hinder the participation of this group. This Study use Taufiqurrahman's inclusive political theory framework which emphasizes the dimenions of accessibility, representation, equality right and protection, political education as the basis for analyzing the fulfillment of the politikcal rights of homeless voters. This study uses a descriptive qualitative method that relies on primary and secondary data obtainted through interviews, observations, and documentation. The results of the study indicate that the problems faced by the Jmabi City KPU in fulfilling the political rights of the homeless include difficulties in data collection due to not having a permanent place of residence and minimal ownership of population documents. This has an impact on the low accessibility of homeless voters in the election process and causes the not to be registered as legitimate voters. In addition, the lack of socialization and political education targeting homeless groups also has an impact on their low participation. Other findings also show that homeless voters still face inequality of rights compared to other voter groups. On the other hand, administrative and operational constraints also limit the KPU in its efforts to fulfill the political rights homeless, including the lack of special regulations, uneven socialization, and the absence of cross-sector coordination to ensure that the political rights of homeless voters can be optimally fulfilled, these problems also hinder efforts for political inclusivity have not been realized. keywords: POlitical Rights, Homeless, Inclusive Politics
