Abstract

Penelitian ini bertujuan untuk mengevaluasi kinerja Badan Perencanaan Pembangunan Daerah (BAPPEDA) Provinsi Jambi sebagai lembaga teknis atau leading sector dalam perencanaan Program Dumisake. Fokus penelitian adalah menilai efektivitas, efisiensi, responsivitas, dan akuntabilitas BAPPEDA dalam merencanakan dan mengimplementasikan program tersebut. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data melalui wawancara dan dokumentasi. Hasil penelitian menunjukkan terdapat ketidaksesuaian antara sasaran yang tercantum dalam dokumen RPJMD dan realisasi pencapaian target. Beberapa program dalam Dumisake tidak memiliki sasaran numerik yang jelas, sementara sasaran yang ada cenderung kurang spesifik dan tidak didasarkan pada data lapangan yang akurat. Hal ini menyebabkan pencapaian program lebih dipengaruhi oleh penetapan sasaran yang terlalu rendah, ketimbang potensi sesungguhnya. Selain itu, kinerja BAPPEDA Provinsi Jambi terbatas dalam hal responsivitas dan fleksibilitas perencanaan. Meskipun Musrenbang digunakan untuk mengakomodasi kebutuhan masyarakat, birokrasi yang kaku dan ketergantungan pada data OPD membuat respons terhadap perubahan sosial menjadi lambat. Dalam hal akuntabilitas, penggunaan aplikasi SIPD sebagai sistem pencatatan kegiatan digital memiliki keterbatasan dalam hal akses publik terhadap informasi program. Oleh karena itu, diperlukan perbaikan dalam hal perencanaan yang lebih terukur, penggunaan data yang lebih tepat, peningkatan fleksibilitas birokrasi agar program-program pembangunan dapat lebih efektif dan sesuai dengan kebutuhan masyarakat serta keterbukaan informasi kepada publik yang mencerminkan transparansi dan akuntabilitas. This study aims to evaluate the performance of the Jambi Province Regional Development Planning Agency (BAPPEDA) as a technical institution or leading sector in planning the Dumisake Program. The focus of the research was to assess the effectiveness, efficiency, responsiveness, and accountability of BAPPEDA in planning and implementing the program. The research method used is qualitative with data collection techniques through interviews and documentation. The results showed that there were discrepancies between the targets listed in the RPJMD document and the realization of target achievement. Some programs in Dumisake do not have clear numerical targets, while existing targets tend to be less specific and not based on accurate field data. This causes program achievements to be influenced by underestimating targets, rather than actual potential. In addition, Jambi Province BAPPEDA's performance is limited in terms of planning responsiveness and flexibility. Although the Musrenbang is used to accommodate community needs, bureaucratic rigidity and reliance on OPD data make responses to social change slow. In terms of accountability, the use of the SIPD application as a digital activity recording system has limitations in terms of public access to program information. Improvements are therefore needed in terms of more measurable planning, the use of more accurate data, greater bureaucratic flexibility so that development programmes can be more effective and responsive to community needs, and the provision of information to the public that reflects transparency and accountability.
