Abstract

ABSTRAK Latar Belakang: Kawasan Tanpa Rokok (KTR) merupakan suatu area atau kawasan di mana tidak diperbolehkan untuk merokok dan tidak memperbolehkan seluruh aktivitas merokok. Data Riskesdas Provinsi Jambi tahun 2018, sebanyak 17,19% penduduk Kota Jambi merupakan perokok aktif dan kelompok usia dengan proporsi tertinggi yang pertama kali mencoba rokok adalah remaja berusia 15-19 tahun, dengan angka mencapai 54,05%. Tujuan penelitian ini adalah untuk mengevaluasi penerapan kebijakan kawasan tanpa rokok pada tatanan sekolah di Madrasah Aliyah Laboratorium Tahun 2024. Metode: Metode penelitian adalah kualitatif dengan pendekatan deskriptif analitik. Informan penelitian terdiri dari 12 orang yaitu 1 penanggung jawab KTR, 1 Waka kesiswaan, 3 guru, 1 Staf TU, 1 Pedagang Kantin, dan 6 siswa. Pengumpulan data dengan menggunakan wawancara mendalam, observasi dan telaah dokumen. Data analisis menggunakan bantuan software Nvivo dan di triangulasi menggunakan data yang diperoleh. Hasil: Hasil penelitian menunjukkan bahwa dari aspek sumber daya, disposisi, dan struktur organisasi belum dilakukan dengan optimal. Hal ini dapat dapat dilihat pada SDM bahwa sekolah tersebut tidak memiliki petugas/tim khusus KTR, tidak tersedia anggaran khusus KTR, kurangnya fasilitas yang memadai, masih terdapat oknum yang merokok di area KTR, serta tidak memiliki SOP khusus bagi seluruh warga sekolah. Kesimpulan: Aspek sumber daya belum optimal, baik dari SDM, anggaran, sarana dan prasarana. Pada aspek disposisi belum optimal baik dari kesadaran pelaksana dan intensitas respon. Dan pada aspek struktur biroraksi belum optimal baik dari tidak tersedia SOP khusus dan struktur organisasi khusus. Kata Kunci: Merokok, Sekolah, Kualitatif, Jambi, Implementasi ABSTRACT Background: A Smokefree Area (KTR) is an area or region where smoking prohibited, buying and selling tobacco materials, advertising tobacco-based products, and marketing tobacco products themselves. Based on Riskesdas 2018, as many as 17.19% of Jambi City residents are active smokers every day, while the age group with the highest proportion who first tried cigarettes was adolescents aged 15-19 years, with a figure reaching 54.05%. This study aim is to analyze the implementation of the smoke-free area policy in the school setting at Madrasah Aliyah Laboratorium in 2024. Methods: The research method is qualitative with a descriptive-analytic approach. The research informants consisted of 12 people, namely 1 person in charge of KTR, 1 Deputy Head of Student Affairs, 3 teachers, 1 TU staff, 1 canteen traders, and 6 students. Data collection using in-depth interviews, observation and document review. Data were analyzed using Nvivo software and triangulated using the data obtained. Results: The results showed that from the aspects of resources, disposition, and organizational structure, it was not optimal. This can be seen in human resources that the school does not have a special KTR officer/team, there is no special KTR budget available, lack of adequate facilities, there are still people who smoke in the KTR area, and do not have a special SOP for all school residents. Conclusion: The resource aspect is not optimal, both from human resources, budget, facilities and infrastructure. In the aspect of disposition, it is not optimal both from the awareness of implementers and the intensity of the response. And in the aspect of bureaucratic structure, it is not optimal, both from the unavailability of special SOPs and special organizational structures.
