Abstract

Penelitian ini membahas dinamika politik anggaran dalam pengelolaan retribusi objek wisata di Kabupaten Samosir serta dampaknya terhadap pengembangan pariwisata lokal. Kabupaten Samosir, dengan potensi alam dan budayanya yang melimpah, menjadi salah satu destinasi utama di Sumatera Utara. Penelitian ini menggunakan pendekatan kualitatif-deskriptif dengan studi kasus, mengkaji proses politik anggaran, efektivitas pengelolaan retribusi, dan kontribusinya terhadap pendapatan asli daerah (PAD). Hasil penelitian menunjukkan bahwa pengelolaan retribusi objek wisata di Kabupaten Samosir masih menghadapi tantangan, seperti kurangnya transparansi dalam alokasi anggaran, keterbatasan kapasitas pemerintah daerah, dan dominasi kepentingan politik elit lokal. Meski demikian, sektor pariwisata terbukti memberikan kontribusi signifikan terhadap PAD melalui peningkatan kunjungan wisatawan. Untuk mendukung pengembangan yang berkelanjutan, diperlukan perbaikan kebijakan anggaran yang lebih efektif, transparan, dan melibatkan partisipasi masyarakat lokal. Penelitian ini berkontribusi pada pemahaman kebijakan politik anggaran dalam sektor pariwisata, khususnya dalam konteks lokal, serta menawarkan rekomendasi untuk optimalisasi pengelolaan anggaran yang berdampak positif terhadap pengembangan pariwisata lokal dan kesejahteraan masyarakat. Kata kunci : Politik Anggaran, Pengelolaan Retribusi, Pengembangan pariwisata lokal This study discusses the dynamics of budget politics in the management of tourist attraction levies in Samosir Regency and its impact on local tourism development. Samosir Regency, with its abundant natural and cultural potential, is one of the main destinations in North Sumatra. This study uses a qualitative descriptive approach with a case study, examining the budget politics process, the effectiveness of levy management, and its contribution to local revenue (PAD). The results of the study indicate that the management of tourist attraction levies in Samosir Regency still faces challenges, such as the lack of transparency in budget allocation, limited capacity of local governments, and the dominance of local elite political interests. However, the tourism sector has been proven to make a significant contribution to PAD through increasing tourist visits. To support sustainable development, improvements to budget policies are needed that are more effective, transparent, and involve local community participation. This study contributes to the understanding of budget politics policies in the tourism sector, especially in the local context, and offers recommendations for optimizing budget management that has a positive impact on local tourism development and community welfare.
