Abstract

ABSTRAK Tujuan Penelitian ini untuk mengetahui dan menganalisis penyebab tidak dibayarnya biaya publikasi dan liputan berita PT. Jambi Mandiri oleh Diskominfo Provinsi Jambi serta untuk mengetahui dan menganalisis mengapa tidak terlaksananya peninjauan kembali dalam perjanjian kerjasama antara PT. Jambi Mandiri dengan Diskominfo Provinsi Jambi. Rumusan masalah dalam penelitian ini, ialah 1). Apa yang menjadi penyebab tidak dibayar biaya publikasi dan liputan berita PT. Jambi Mandiri oleh Diskominfo Provinsi Jambi, 2). Mengapa tidak terlaksananya peninjauan kembali dalam perjanjian kerjasama antara PT.Jambi Mandiri dengan Diskominfo Provinsi Jambi. Tipe penelitian yang digunakan adalah tipe penelitian yuridis empiris. Hasil penelitian menunjukkan defisitnya anggaran Diskominfo Provinsi Jambi yang menjadi penyebab tidak dibayarnya biaya publikasi dan liputan berita serta faktor internal dan faktor eksternal juga menjadi kendala dalam pelaksanaan peninjauan kembali dalam perjanjian kerjasama tersebut. Dengan penelitian ini, diharapkan kepada Diskominfo Provinsi Jambi agar lebih patuh dan melaksanakan perjanjian sebagai undang-undang agar tidak menimbulkan kerugian disalah satu pihak dan mencari solusi penyelesaian masalah disetiap kendala yang dihadapi dalam pelaksanaan perjanjian kerjasama tersebut. Kata Kunci : Pelaksanaan, Perjanjian Kerjasama, Diskominfo The purpose of this study is to determine and analyze the causes of non-payment of publication and news coverage costs of PT. Jambi Mandiri by the Jambi Provincial Communication and Information Office and to determine and analyze why the review of the cooperation agreement between PT. Jambi Mandiri and the Jambi Provincial Communication and Information Office was not carried out. The formulation of the problem in this study is 1). What is the cause of non-payment of publication and news coverage costs of PT. Jambi Mandiri by the Jambi Provincial Communication and Information Office, 2). Why was the review of the cooperation agreement between PT. Jambi Mandiri and the Jambi Provincial Communication and Information Office not carried out. The type of research used is the empirical juridical research type. The results of the study indicate that the Jambi Provincial Communication and Information Office budget deficit is the cause of non-payment of publication and news coverage costs and internal and external factors are also obstacles in the implementation of the review of the cooperation agreement. With this research, it is expected that the Jambi Provincial Communication and Information Office will be more obedient and implement the agreement as a law so as not to cause losses to one party and find solutions to solve problems in every obstacle faced in the implementation of the cooperation agreement.
