Abstract

Collaborative Governance is a governance model that involves various stakeholders to jointly solve complex problems in society. This study focuses on two main aspects, namely, the form of collaboration that occurs in handling prostitution and steps to improve handling prostitution. This study uses a descriptive qualitative approach with data collection through interviews, observations, and documentation. This study aims to determine and analyze the form of Collaborative Governance and steps to improve handling prostitution in the former Payo Sigadung, Jambi City. The results of the study indicate that the collaborative form in handling prostitution in the former Payo Sigadung, Jambi City involves the local government, police, Social Services, and related agencies, then there is involvement from the NGO Yayasan Kanti Sehati. However, the lack of community participation and the absence of private sector involvement make the Collaborative Governance model not yet fully realized. Although the closure of localizations, rehabilitation programs, and the repatriation of former CSWs have reduced the practice of prostitution, challenges such as shifting activities to hidden locations still exist. Therefore, the sustainability of the program requires periodic evaluation, increased communication, and active involvement of the community and the private sector. Steps to improve the handling of prostitution in the former Payo Sigadung need to be carried out comprehensively, by involving various parties through formal cooperation (MoU), law enforcement, skills training, capital assistance, and psychosocial assistance. Strict supervision after the closure of the localization and community participation are also important for these efforts to be effective and sustainable.
