Abstract

Latar Belakang: Puskesmas Putri Ayu memiliki angka kunjungan Posbindu PTM sebanyak 1.254 kunjungan setiap bulannya. Dari data kunjungan tersebut meskipun angka kunjungannya tinggi, tetapi PTM nya masih tidak menurun setiap tahunnya. Tujuan penelitian adalah menganalisis implementasi program Posbindu PTM di wilayah kerja Puskesmas Putri Ayu menggunakan teori Implementasi Kebijakan George Edward III. Metode: Metode penelitian yang digunakan adalah metode penelitian kualitatif, dengan pendekatan deskriptif analitik. Informan pada penelitian ini yaitu terdapat 10 informan dengan pengumpulan data menggunakan observasi, wawancara mendalam dan telaah dokumen. Analisis data dilakukan dengan bantuan perangkat lunak Nvivo, serta triangulasi sumber dan teknik untuk memastikan keabsahan data. Hasil: Hasil penelitian menunjukkan jika dari aspek komunikasi sudah sesuai dengan juknis namun tetap perlu ditingkatkan. Pada aspek sumber daya diketahui bahwa pada ketersediaan SDM dilihat pada kurangnya jumlah tenaga kader, dan ketersediaan sarana dan prasarana masih terdapat sarana yang rusak dan juga tidak lengkap sesuai juknis. Pada aspek disposisi sudah sesuai dengan juknis pada sikap dan tindakan yang dilakukan oleh petugas pelaksana. Kemudian aspek struktur birokrasi diketahui bahwa standar operasional prosedur (SOP) yang digunakan puskesmas masih belum sesuai dengan juknis, pada aspek monitoring dan evaluasi masih jarang dilakukan sehingga pelaksanaan sesuai dengan juknis. Kata Kunci: Implementasi, Posbindu, Penyakit Tidak Menular Background: Putri Ayu Health Center has a Posbindu PTM visit rate of 1,254 visits per month. From the visit data, although the number of visits is high, the PTM has not decreased every year. The purpose of the study was to analyze the implementation of the Posbindu PTM program in the Putri Ayu Health Center area using George Edward III's Policy Implementation theory. Method: The research method used is a qualitative research method, with a descriptive analytical approach. Informants in this study were 10 informants with data collection using observation, in-depth interviews and document reviews. Data analysis was carried out with the help of Nvivo software, as well as triangulation of sources and techniques to ensure the validity of the data. Results: The results of the study indicate that from the communication aspect it is in accordance with the technical guidelines but still needs to be improved. In terms of resources, it is known that in terms of the availability of human resources, it is seen from the lack of cadre personnel, and the availability of facilities and infrastructure, there are still damaged facilities and also incomplete according to the technical guidelines. In terms of disposition, it is in accordance with the technical guidelines in the attitudes and actions taken by implementing officers. Then, the aspect of bureaucratic structure is known that the standard operating procedures (SOP) used by the health center are still not in accordance with the technical instructions, in the aspect of monitoring and evaluation it is still rarely carried out so that the implementation is in accordance with the technical instructions.
