Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui dan menganalisis bagaimana peranan Bagian Hukum Sekretariat Daerah Kota Jambi dalam mengimplementasikan aplikasi e-Perda; untuk mengetahui dan menganalisis efektivitas aplikasi e-Perda di Bagian Hukum Sekretariat Daerah Kota Jambi. Metode penelitian yang digunakan adalah tipe penelitian yuridis empiris, yaitu penelitian dengan data yang diperoleh langsung dari orang atau masyarakat dengan melalui tahapan penelitian langsung ke lapangan dan dilakukan dengan cara pengamatan dan wawancara. Adapun teknik pengambilan sample yang digunakan adalah dengan cara Purposive Sampling yaitu penarikan sample berdasarkan kriteria tugas, jabatan, kewenangan dan pengalaman untuk menjawab permasalahan yang dibahas. Pengumpulan data dilakukan melalui wawancara secara langsung kepada informan dengan menyiapkan pertanyaan. Penelitian ini menggunakan metode analisis data kualitatif yaitu data primer dan data sekunder disajikan dalam bentuk deskriptif kemudian diuraikan berdasarkan fakta yang ada dan ditarik suatu kesimpulan. Hasil penelitian menunjukkan bahwa Bagian Hukum Sekretariat Daerah Kota Jambi telah berperan dalam mengimplementasikan aplikasi e-Perda meskipun pada pelaksanaannya masih terdapat kendala baik kendala secara teknis maupun kendala non teknis. Aplikasi e-Perda di Bagian Hukum Sekretariat Daerah Kota Jambi masih tidak efektif, dikarenakan dalam pelaksanaannya masih belum terdapat sanksi, dan sebelumnya belum pernah dilakukan sosialisasi dari Kemendagri terkait penggunaan aplikasi e- Perda, sehingga dalam pelaksanaannya masih ada beberapa fitur yang tidak berjalan secara efektif. Kata Kunci: Aplikasi e-Perda, Peranan, Implementasi, Produk Hukum. ABSTRACT This study aims to determine and analyze the role of the Legal Section of the Jambi City Regional Secretariat in implementing the E-Perda application; and to determine and analyze the effectiveness of the e-Perda application in the Legal Section of the Jambi City Regional Secretariat. The research method used is the empirical juridical research type, namely research with data obtained directly from people or the community through direct research stages in the field and carried out using observation and interviews. The sampling technique used is Purposive Sampling, namely drawing samples based on the criteria of duties, positions, authorities, and experience to answer the problems discussed. Data collection was carried out through direct interviews with informants by preparing questions. This study uses a qualitative data analysis method, namely primary and secondary data presented in descriptive form, then described based on existing facts, and a conclusion is drawn. The results of the study indicate that the Legal Section of the Jambi City Regional Secretariat has played a role in implementing the e-Perda application even though in its implementation there are still obstacles, both technical and non- technical obstacles. The e-Perda application in the Legal Section of the Jambi City Regional Secretariat is still ineffective because in its implementation there are still no sanctions. Previously there had been no socialization from the Ministry of Home Affairs regarding using the e-Perda application, so in its implementation, there are still several features that do not run effectively.
