Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis kewenangan Badan Musyawarah dalam penetapan jadwal kegiatan Dewan Perwakilan Rakyat Republik Indonesia berdasarkan peraturan perundang-undangan yang berlaku untuk mengetahui mekanisme dan batasan dalam penetapan jadwal kegiatan Dewan Perwakilan Rakyat Republik Indonesia. Penelitian ini menggunakan pendekatan yuridis normatif dengan analisis peraturan perundang-undangan yang relevan. Hasil penelitian ini menunjukkan bahwa mekanisme penetapan jadwal kegiatan Dewan Perwakilan Rakyat Republik Indonesia yang dilakukan oleh Badan Musyawarah berjalan secara terstruktur dan berlandaskan pada regulasi yang berlaku, dengan tujuan memastikan kelancaran proses legislasi dan pengawasan. Namun, secara norma hukum belum ada pengaturan kepastian hukum terkait dengan perubahan jadwal yang telah ditetapkan. Penelitian ini juga mengidentifikasi adanya permasalahan dalam batasan kewenangan Badan Musyawarah dan frekuensi pelaksanaan rapat Badan Musyawarah yang cenderung fleksibel, sehingga berpotensi menimbulkan tumpang tindih kegiatan dengan alat kelengkapan Dewan Perwakilan Rakyat Republik Indonesia lainnya dan mengurangi transparansi serta akuntabilitas dalam proses penetapan jadwal kegiatan Dewan Perwakilan Rakyat Republik Indonesia. Kata Kunci: Badan Musyawarah; Dewan Perwakilan Rakyat Reublik Indonesia; Kewenangan; Penetapan Jadwal.   Abstract This study aims to analyze the authority of the Deliberative Body in determining the schedule of activities of the House of Representatives of the Republic of Indonesia based on the applicable laws and regulations to determine the mechanism and limitations in determining the schedule of activities of the House of Representatives of the Republic of Indonesia. This study uses a normative juridical approach with an analysis of relevant laws and regulations. The results of this study show that the mechanism for determining the schedule of activities of the House of Representatives of the Republic of Indonesia carried out by the Consultative Body runs in a structured manner and is based on applicable regulations, with the aim of ensuring the smooth process of legislation and supervision. However, as a legal norm, there is no legal certainty related to the change in the schedule that has been set. This study also identifies problems within the limits of the authority of the Deliberative Body and the frequency of meetings of the Consultative Body that tend to be flexible, so that it has the potential to cause overlap of activities with other fittings of the House of Representatives of the Republic of Indonesia and reduce transparency and accountability in the process of determining the schedule of activities of the House of Representatives of the Republic of Indonesia.
