Abstract

Hutan desa Rimbo Pusako Batang Terab atau dikenal juga dengan nama Hutan Desa Jelutih merupakan salah satu Hutan Desa yang berada di Kabupaten Batanghari. Memiliki luasan 2750 Ha, hutan desa Jelutih disahkan berdasarkan Surat Keputusan Menteri Kehutanan Nomor.434/Menhut-II/2011 pada tahun 2011. Hutan Desa Jelutih mempunyai potensi hasil hutan kayu dan hasil hutan bukan kayu yang melimpah, namun sejak hutan desa ditetapkan manfaat secara langsung belum dirasakan oleh masyarakat. Permasalahan mendasar yang menghambat pengelolaan hutan desa adalah lemahnya kelembagaan. Berfungsinya Kelembagaan berperan penting dalam memaksimalkan pengelolaan hutan desa. Sehingga perlu dianalisis tingkat efektivitas kelembagaannya.Penelitian ini dilaksanakan pada bulan Januari sampai dengan Februari 2023. Lokasi penelitian di Desa Jelutih Kecamatan Batin XXIV Kabupaten Batanghari. Adapun tujuan dari penelitian ini adalah untuk menganalisis tingkat efektivitas kelembagaan serta mengetahui faktor-faktor apa saja yang mendorong dan menghambat proses pengelolaan kelembagaaan hutan di Hutan Desa Jelutih. Pengambilan sampel responden dilakukan dengan menggunakan metode Purposive Sampling sehingga memperoleh 30 informan. Analisis data kuantitatif berdasarkan hasil dari pengisian kuesioner yang kemudian dianalisis menggunakan Skala Likert dan untuk data kualitatif diperoleh dari hasil wawancara dan mendeskripsikannya untuk memperkuat hasil dari data kuantitatif.Hasil penelitian menunjukkan bahwa tingkat efektivitas kelembagaan Hutan Desa Rimbo Pusako Batang Terab yaitu cukup efektif dengan presentase skor 59,31%. Adapun faktor pendorong dalam pengelolaan Hutan Desa Rimbo Pusako Batang Terab adalah kesadaran masyarakat akan pentingnya hutan desa dan masyarakat desa ikut serta memberikan masukan untuk hutan desa. Sedangkan faktor penghambat dalam pengelolaan Hutan Desa Rimbo Pusako Batang Terab adalah kurangnya anggaran dan sulitnya aksesibilitas. Rimbo Pusako Batang Terab village forest or also known as Jelutih Village Forest is one of the Village Forests located in Batanghari Regency. With an area of 2750 Ha, Jelutih village forest was legalized based on the Decree of the Minister of Forestry Number.434/Menhut-II/2011 in 2011. Jelutih Village Forest has the potential for abundant timber and non-timber forest products, but since the village forest was established, the benefits have not been felt directly by the community. The fundamental problem that hinders village forest management is weak institutions. The functioning of institutions plays an important role in maximizing village forest management. So it is necessary to analyze the level of institutional effectiveness. This research was conducted from January to February 2023. The research location was in Jelutih Village, Batin XXIV District, Batanghari Regency. The purpose of this study was to analyze the level of institutional effectiveness and to find out what factors encourage and hinder the process of forest institutional management in Jelutih Village Forest. Respondent sampling was carried out using the Purposive Sampling method to obtain 30 informants. Quantitative data analysis based on the results of filling out the questionnaire which was then analyzed using the Likert Scale and for qualitative data obtained from the results of interviews and describing them to strengthen the results of quantitative data. The results showed that the level of institutional effectiveness of the Rimbo Pusako Batang Terab Village Forest was quite effective with a score percentage of 59.31%. The driving factors in the management of the Rimbo Pusako Batang Terab Village Forest were public awareness of the importance of village forests and village communities participated in providing input for village forests. While the inhibiting factors in the management of the Rimbo Pusako Batang Terab Village Forest were the lack of budget and difficult accessibility.
