Abstract

ABSTRACT This research aims to explore and analyze the role and governance of the local government in addressing illegal gold mining activities (PETI) in Limun Subdistrict, Sarolangun Regency. Specifically, the study focuses on two main objectives: first, to examine the strategies and efforts implemented by the local government, particularly the Environmental Agency, in controlling and mitigating the environmental damage caused by PETI; and second, to identify and analyze the internal and external factors that hinder the effectiveness of these efforts. The significance of the study lies in its potential to contribute to the development of more effective and collaborative environmental policies that align with sustainable development goals. The study employs a qualitative descriptive research method to gain a deep and comprehensive understanding of the phenomenon. Data were collected through multiple techniques, including in-depth interviews with selected informants using purposive sampling, direct observation in the field, and document analysis. Primary data were obtained from government officials, law enforcement representatives, and local residents affected by PETI activities, while secondary data were gathered from books, academic journals, policy documents, and online sources. The data were analyzed through qualitative content analysis to identify recurring themes and patterns. The results reveal that although there have been various initiatives taken by the local government and relevant agencies, the overall governance remains suboptimal. Key issues include poor coordination among institutions, lack of commitment from law enforcement during outreach programs, and limited authority at the subdistrict level to take direct action. Additionally, the absence of integrated and up-to-date data has hindered the planning and execution of law enforcement strategies. The mobile and covert nature of PETI operations also makes monitoring and intervention efforts more difficult. Economically, many local residents still rely on illegal mining as their primary livelihood, creating resistance to change. Socialization programs and community engagement have yet to yield significant behavioral changes, partly due to insufficient follow-up and lack of viable alternative economic opportunities.
