Abstract

The distribution of coal in Jambi Province has caused serious impacts on public road infrastructure, public safety, and the region’s socio-economic stability. Heavy coal trucks traveling on national roads have led to severe road damage, increased traffic accidents, and growing social unrest among communities. To address this issue, both national and regional governments have introduced a number of policies, including laws and regional regulations, aimed at facilitating the development of dedicated coal transportation roads. However, the implementation of this initiative faces institutional challenges and complex power dynamics among policy actors. This research aims to analyze the implementation strategy of the coal road project using the theoretical framework of governmentality and institutional theory. A qualitative descriptive method is employed, with data collected through interviews, observations, and document analysis across relevant government institutions. Findings reveal that the implementation of the coal road policy remains suboptimal. Major obstacles include limited funding, weak inter-agency coordination, low participation from the private sector and communities, and inconsistent policy monitoring. Additional barriers are rooted in conflicting interests among institutions, lack of compliance by coal companies, and the absence of strict sanctions for violations. Nevertheless, the study identifies supporting factors such as an established regulatory framework at the national level, commitment from several local government institutions, and the active role of civil society organizations advocating for environmental and social justice. These findings highlight the need for a more adaptive and collaborative strategy based on good governance principles to accelerate the resolution of the dedicated coal road project in Jambi Province. This research contributes to the improvement of public policy effectiveness by offering insights into the governance and institutional structures involved in infrastructure development within extractive industry regions.
