Abstract

ABSTRACT Land conflict is an issue that frequently occurs in Indonesia, particularly in rural areas where the majority of people depend on the agricultural and plantation sectors. This research aims to analyze the factors causing the land conflict between the community of Sumber Jaya Village and PT Fajar Pematang Indah Lestari (FPIL), as well as to examine the role of Non-Governmental Organizations (NGOs) in advocating for conflict resolution. The research method used is descriptive qualitative with data collection techniques through observation, in-depth interviews, and documentation. The results of the study indicate that the conflict originated from overlapping land ownership claims between the community, which has cultivated the land for generations, and the company, which claims the area as part of its plantation concession (HGU). The role of NGOs such as Serikat Tani Kumpeh (STK) and Perempuan Padek (PEPA) is proven to be significant in defending community rights through various protest actions, mediation with the government, legal assistance, and delivering aspirations to the local parliament (DPRD) and relevant state institutions. The conflict resolution approach refers to Soerjono Soekanto's theory, namely coercion, compromise, arbitration, mediation, and conciliation. The findings confirm that the role of NGOs can encourage the formulation of public policies that are more community-oriented and environmentally just. Therefore, strengthening the capacity of NGOs and government commitment is needed to reorganize land permit policies in a transparent and participatory manner. This research is expected to serve as a reference for stakeholders in handling agrarian conflicts in a sustainable way.
