Abstract
Festival Arakan Sahur merupakan tradisi budaya masyarakat Melayu pesisir Kabupaten Tanjung Jabung Barat yang berkembang menjadi potensi wisata budaya tahunan. Penelitian ini bertujuan untuk menganalisis pengembangan Festival Arakan Sahur sebagai destinasi wisata budaya. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara mendalam, observasi lapangan, dan dokumentasi. Informan berasal dari Disparpora, OPD terkait, peserta festival, pelaku UMKM, masyarakat lokal, dan pengunjung luar daerah. Analisis data dilakukan menggunakan model interaktif Miles, Huberman, dan Saldana dengan teori 4A Cooper (Attraction, Accessibility, Amenity, dan Ancillary) sebagai kerangka teoritis. Hasil penelitian menunjukkan bahwa pengembangan Festival Arakan Sahur telah mencakup pelestarian budaya, pembenahan aksesibilitas, penyediaan fasilitas dasar, serta koordinasi lintas instansi, meskipun beberapa aspek masih memerlukan peningkatan. Penelitian ini merekomendasikan perlunya tata kelola pariwisata yang lebih terstruktur dan kolaboratif agar festival ini dapat berkembang menjadi ikon wisata budaya yang berkelanjutan dan berdaya saing di Provinsi Jambi. The Arakan Sahur Festival is a traditional cultural event of the coastal Malay community in Tanjung Jabung Barat Regency, which has developed into a potential cultural tourism attraction. This study aims to analyze the development of the Arakan Sahur Festival as a cultural tourism destination. This research employed a descriptive qualitative approach using in-depth interviews, field observation, and documentation. Informants consisted of Disparpora officials, related local agencies (OPD), festival participants, MSME actors, local communities, and out-of-town visitors. The findings show that the development of the Arakan Sahur Festival refers to the four indicators of Cooper's 4A theory: (1) Attraction-by preserving the authenticity of the tradition and involving the local community; (2) Accessibility-through improvements to access routes, street lighting, and digital promotion; (3) Amenity-by organizing MSME bazaars and basic visitor facilities, though still limited; and (4) Ancillary-through inter-agency coordination involving institutions like the Civil Service Police Unit (Satpol PP) and Fire Department. Although the festival has become a yearly event listed in the national tourism calendar, several issues remain, such as limited funding, suboptimal promotion, and lack of strategic planning. This study recommends stronger collaboration, improved public services, and a more integrated cultural tourism governance model.
