Abstract

ABSTRAK Dana Desa merupakan anggaran yang bersumber dari APBN dan diberikan kepada setiap desa untuk membiayai penyelenggaraan pemerintahan, pembangunan, serta pemberdayaan dan kemasyarakatan. Namun, di Desa Tungkal I, realisasi Dana Desa yang meningkat belum berdampak signifikan terhadap kesejahteraan masyarakat. Jumlah penduduk miskin justru mengalami kenaikan, dan infrastruktur dasar seperti jalan masih belum memadai. Penelitian ini bertujuan untuk mengetahui efektivitas pengelolaan dana desa dan menganalisis strategi yang dapat dilakukan Pemerintah Desa dalam mewujudkan kesejahteraan masyarakat di Desa Tungkal 1 Kabupaten Tanjung Jabung Barat. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Analisis yang digunakan yaitu analisis SWOT. Hasil penelitian didapatkan bahwa efektivitas pengelolaan dana desa di Desa Tungkal I Kabupaten Tanjung Jabung Barat selama periode tahun 2019-2023 dikategorikan Sangat Efektif dengan rata-rata hasil kriteria rasio efektivitas yang diperoleh sebesar 100,41%. Dari hasil perhitungan analisis SWOT dapat diketahui bahwa terdapat 16 strategi yang dapat dilakukan dalam mewujudkan kesejahteraan masyarakat di Desa Tungkal 1 Kabupaten Tanjung Jabung Barat berada di kuadran I. Berdasarkan 6 startegi yang dipilih, strategi dengan prioritas tertinggi adalah Strategi Pemberdayaan Dana Desa dengan STAS sebesar 6,35, menandakan bahwa pelibatan masyarakat dalam program pemerintah untuk memanfaatkan dukungan dan dana desa secara efektif memiliki dampak terbesar dalam pengembangan desa. Jadi, dapat disimpulkan bahwa pengelolaan Dana Desa di Desa Tungkal I tahun 2019–2023 sangat efektif dengan rasio 100,41%. Strategi prioritas untuk meningkatkan kesejahteraan masyarakat adalah pemberdayaan dana desa melalui pelibatan aktif masyarakat. Kata Kunci: Dana Desa, Kesejahteraan Masyarakat, SWOT. ABSTRACT Village Funds are a budget sourced from the APBN and are given to each village to finance the implementation of government, development, and empowerment and community. However, in Tungkal I Village, the increased realization of Village Funds has not had a significant impact on community welfare. The number of poor people has actually increased, and basic infrastructure such as roads is still inadequate. This study aims to determine the effectiveness of village fund management and analyze strategies that can be carried out by the Village Government in realizing community welfare in Tungkal 1 Village, West Tanjung Jabung Regency. Data were collected through interviews, observations, and documentation. The analysis used was a SWOT analysis. The results of the study showed that the effectiveness of village fund management in Tungkal I Village, West Tanjung Jabung Regency during the 2019- 2023 period was categorized as Very Effective with an average result of the effectiveness ratio criteria obtained of 100.41%. From the results of the SWOT analysis calculation, it can be seen that there are 16 strategies that can be carried out to realize community welfare in Tungkal 1 Village, West Tanjung Jabung Regency, which is in quadrant I. Based on the 6 strategies selected, the strategy with the highest priority is the Village Fund Empowerment Strategy with a STAS of 6.35, indicating that community involvement in government programs to utilize village support and funds effectively has the greatest impact on village development. So, it can be concluded that the management of Village Funds in Tungkal I Village in 2019–2023 is very effective with a ratio of 100.41%. The priority strategy to improve community welfare is village fund empowerment through active community involvement. Keywords: Village Fund, Community Welfare, SWOT.
