Abstract

ABSTRAk "EFEKTIVITAS LEMBAGA PENGELOLA HUTAN ADAT RIMBO BULIM KECAMATAN TANAH TUMBUH KABUPATEN BUNGO" (Meli Juli Engjelina Sagala dibawah bimbingan Dr. Ir. Marwoto, S.Hut., M.Si dan Rince Muryunika, S.P., M.Si.) Hutan adat memiliki peran penting dalam menjaga keseimbangan ekologi serta kesejahteraan masyarakat adat yang mengelolanya. Dalam pengelolaannya diperlukan suatu organisasi untuk mengelola hutan adat secara berkelanjutan yaitu Lembaga Pengelola Hutan Adat (LPHA). Efektivitas pengelolaan hutan adat perlu diketahui, sebab dalam suatu organisasi pengelolaan harus diketahui berdasarkan keefektifannya dalam pengimplementasiannya apakah baik atau tidak dalam evaluasi pengelolaan untuk mencapai target keberhasilan. Penelitian ini dilaksanakan di Hutan Adat Rimbo Bulim dengan metode pendekatan kuantitatif dan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, studi literatur dan kuesioner yang disebarkan kepada anggota lembaga pengelola dan pendamping hutan adat. Analisis data dilakukan dengan menggunakan skala Likert untuk mengukur tingkat efektivitas berdasarkan beberapa indikator yaitu perlindungan dan pengamanan hutan, pemanfaatan kawasan hutan, pengembangan kelembagaan, dan pengelolaan sumber daya manusia. Berdasarkan hasil penelitian yang dilakukan ialah Lembaga Pengelola Hutan Adat (LPHA) Rimbo Bulim telah memiliki struktur lembaga yang jelas dan menjalankan perannya berdasarkan norma adat serta peraturan yang berlaku di masyarakat hukum adat Bathin II Batang Uleh. LPHA ini memiliki susunan kepengurusan yang mencakup seksi-seksi penting seperti pengamanan kawasan hutan, pemanfaatan lingkungan, pengembangan kelembagaan, dan pengelolaan sumber daya manusia. Tingkat efektivitas Lembaga Pengelola Hutan Adat Rimbo Bulim yang diperoleh sebesar atau memiliki tingkat dengan kategori efektif. Efektivitas mengandung pengertian dicapainya keberhasilan dalam mencapai tujuan yang telah ditetapkan. Efektivitas selalu terkait dengan hubungan antara hasil yang diharapkan dengan hasil yang telah dicapai. Adapun rincian efektivitas dari lembaga pengelola Hutan Adat Rimbo Bulim yang termasuk dalam kategori efektif yaitu perlindungan dan pengamanan hutan sebesar 85,40%, pemanfaatan kawasan hutan sebesar 80,64%, pengembangan kelembagaan sebesar 82,79% dan pengelolaan sumber daya manusia sebesar 79,57%. Customary forests play an important role in maintaining ecological balance as well as the welfare of the indigenous communities who manage them. In their management, an organization is required to ensure the sustainable governance of customary forests, namely the Customary Forest Management Institution (LPHA). The effectiveness of customary forest management needs to be identified, because within an organization, management should be evaluated based on its effectiveness in implementation whether it is good or not in order to achieve success targets. This research was conducted in the Rimbo Bulim Customary Forest using both quantitative and qualitative approaches, with data collection techniques including observation, interviews, literature studies, and questionnaires distributed to members of the management institution and customary forest facilitators. Data analysis was carried out using a Likert scale to measure the level of effectiveness based on several indicators: forest protection and security, forest area utilization, institutional development, and human resource management. The results of the study showed that the Rimbo Bulim Customary Forest Management Institution (LPHA) already has a clear organizational structure and carries out its role based on customary norms as well as the prevailing regulations of the Bathin II Batang Uleh customary law community. This LPHA has an organizational structure that includes key divisions such as forest protection and security, environmental utilization, institutional development, and human resource management. The level of effectiveness achieved by the Rimbo Bulim Customary Forest Management Institution falls within the “effective” category. Effectiveness refers to the achievement of success in reaching predetermined goals and is always related to the relationship between expected outcomes and actual results. The detailed effectiveness of the Rimbo Bulim Customary Forest Management Institution, categorized as effective, is as follows: forest protection and security at 85.40%, forest area utilization at 80.64%, institutional development at 82.79%, and human resource management at 79.57%.
