Abstract

ABSTRAK Penelitian ini bertujuan, (1) Menganalisis Implementasi Penghapusan Barang Milik Daerah oleh Badan Keuangan Kabupaten Tebo. (2) Mengindentifikasi kendala atau hambatan dalam Pelaksanaan Penghapusan Barang Milik Daerah Badan Keuangan Daerah Kabupaten Tebo. Penelitian ini menggunakan data sekunder dengan jenis data time series selama kurun waktu 2021-2024, dan data primer dengan jenis wawancara mendalam dengan pegawai Bakeuda Kabupaten Tebo serta dokumentasi. Metode yang digunakan dalam penelitian ini merupakan kualitatif dengan pendekatan deskriprif. Hasil penelitian ini menunjukan (1) Implementasi pelaksanaan penghapusan Barang Milik Daerah (BMD) Berupa Kendaraan di Bakeuda Tebo telah berjalan sesuai dengan ketentuan yang diatur dalam Peraturan Menteri Dalam Negeri Nomor 7 Tahun 2024. (2) Kendala pada pelaksanaan penghapusan BMD pada Bakeuda Kabupaten Tebo, antara lain masalah teknis dan administratif, prosedur yang rumit, keterbatasan sumber daya manusia serta kompetensi yang belum memadai, lemahnya koordinasi dan komunikasi antar unit kerja dan OPD, serta waktu proses penghapusan yang terlalu panjang. ABSTRACT This study aims, (1) Analyzing the Implementation of the Elimination of Regional Property by the Tebo Regency Finance Agency. (2) Identifying obstacles or obstacles in the Implementation of the Elimination of Regional Property by the Regional Finance Agency of Tebo Regency. This study uses secondary data with the type of time series data during the period 2021-2024, and primary data with the type of in-depth interviews with Tebo Regency Bakeuda employees and documentation. The method used in this research is qualitative with a descriptive approach. The results of this study indicate (1) The implementation of the elimination of Regional Property (BMD) in Bakeuda Tebo has been running in accordance with the provisions stipulated in the Regulation of the Minister of Home Affairs Number 7 of 2024. (2) Obstacles in the implementation of BMD deletion at Bakeuda Tebo Regency, including technical and administrative problems, complicated procedures, limited human resources and inadequate competence, weak coordination and communication between work units and OPDs, and too long deletion process time.
