Abstract

Penelitian ini bertujuan untuk menganalisis mekanisme dan bentuk pengawasan yang dilakukan oleh Pemerintah Daerah, khususnya Dinas Pendidikan Provinsi Jambi, dalam pelaksanaan sistem zonasi Penerimaan Peserta Didik Baru (PPDB) di SMA Negeri Kabupaten Bungo. Sistem zonasi diterapkan sebagai kebijakan untuk mendekatkan akses layanan pendidikan kepada masyarakat, mengurangi ketimpangan kualitas antar sekolah, serta mendorong pemerataan kesempatan pendidikan. Namun pada pelaksanaannya, implementasi sistem zonasi masih mengalami berbagai kendala, antara lain masih ditemukan sekolah yang masih menerima siswa dari luar zonasi yang sudah ditentukan dan belum adanya sanksi tegas bagi pelanggarnya. Penelitian ini menggunakan metode yuridis-empiris dengan pendekatan deskriptif. Data dikumpulkan melalui studi dokumentasi, wawancara dengan pihak Dinas Pendidikan Provinsi Jambi, serta pengambilan sampel dan kunsioner pada lima SMA Negeri di Kabupaten Bungo. Hasil penelitian menunjukkan bahwa masih ditemukan SMA Negeri Kabupaten Bungo yang menerima siswa diluar zonasi yang sudah ditentukan oleh pemerintah Daerah dan tidak adanya sanksi administratif yang tegas menjadi faktor utama terjadinya pelanggaran zonasi. Ketiadaan sanksi dan lemahnya pengawasan menjadi celah yang menyebabkan ketidakefektifan kebijakan zonasi. Oleh karena itu, dibutuhkan penguatan mekanisme pengawasan, pelaksanaan evaluasi berkala, serta keberanian dalam menerapkan sanksi sesuai peraturan yang berlaku. Dengan demikian, tujuan sistem zonasi untuk menciptakan pemerataan pendidikan dan menghilangkan diskriminasi dalam proses penerimaan siswa dapat berjalan adil dan sesuai tujuan kebijakan. Kata Kunci: Pengawasan, Pemerintah Daerah, Sistem Zonasi PPDB, SMA Negeri Kabupaten Bungo ABSTRACT This study aims to analyze the mechanisms and forms of supervision carried out by the Regional Government, especially the Jambi Provincial Education Office, in the implementation of the New Student Admissions (PPDB) zoning system in Senior High Schools in Bungo Regency. The zoning system is implemented as a policy to bring access to education services closer to the community, reduce disparities in quality between schools, and encourage equal distribution of educational opportunities. However, in its implementation, the implementation of the zoning system still experiences various obstacles, including the fact that schools still accept students from outside the predetermined zoning and the absence of strict sanctions for violators. This study uses a juridical- empirical method with a descriptive approach. Data were collected through documentation studies, interviews with the Jambi Provincial Education Office, and sampling and questionnaires at five Senior High Schools in Bungo Regency. The results of the study indicate that there are still Senior High Schools in Bungo Regency that accept students outside the zoning determined by the Regional Government and the absence of strict administrative sanctions is the main factor in zoning violations. The absence of sanctions and weak supervision are loopholes that cause the ineffectiveness of the zoning policy. Therefore, it is necessary to strengthen the monitoring mechanism, implement periodic evaluations, and have the courage to apply sanctions according to applicable regulations. Thus, the goal of the zoning system to create equal education and eliminate discrimination in the student admission process can run fairly and in accordance with the objectives of the policy.
