Abstract

ABSTRACT Background: The main objective of the National Health Insurance program is to increase the ease community with which they can obtain health services according to their needs. The highest coverage of JKN participation in Jambi Province is the Jambi city. However, the size of JKN participation in Jambi city is not proportional to its use, because 38.07% of 658,240 patients were visited Primary Health Care do not use health insurance in using health services, and 83.75% of 215,327 Non-Wage Recipients (PBPU) BPJS status is inactive. This study aims to determine the interest of the owners National Health Insurance in informal sector in the use of first-level health facilities in the Jambi city. Methods: This research was conducted with quantitative methods using aapproach cross sectional. The population in this study are all informal workers whose population is unknown. The sample in this study are 105 respondents, the sampling technique was used purposive sampling. Result: The owners of the informal sector JKN in Jambi city was interested using first-level health facilities and there is a relationship between needs and interests of JKN owners in informal sector in the use of the first-level health facilities Jambi city. There is no relationship between age, gender, education, knowledge, and health facilities with the interest of JKN owners in informal sector in the use of first-level health facilities in Jambi city. Conclusion: There is a relationship between needs and the interest of informal sector JKN owners in the use of first-rate health facilities in Jambi city. Thus, hoping that collaboration first-level health facilities with BPJS Health will maintain and improve the quality of services provided for the convenience of JKN participants in order to increase participants interest in using JKN. Keywords: Interests of JKN Owners, the informal sector, the use of health services Latar Belakang: Tujuan utama program Jaminan Kesehatan Nasional adalah meningkatkan kemudahan masyarakat dalam memperoleh layanan kesehatan sesuai kebutuhan. Cakupan tertinggi kepesertaan JKN di Provinsi Jambi adalah kota Jambi. Akan tetapi, besarnya kepesertaan JKN di kota Jambi tidak sebanding dengan penggunaannya, dikarenakan 38,07% dari 658.240 kunjungan pasien di puskesmas kota Jambi tidak menggunakan asuransi kesehatan dalam menggunakan pelayanan kesehatan, dan 83,75% dari 215.327 Peserta Bukan Penerima Upah (PBPU) BPJS Kesehatan berstatus non aktif. Penelitian ini bertujuan untuk mengetahui minat pemilik Jaminan Kesehatan Nasional sektor informal dalam penggunaan fasilitas kesehatan tingkat pertama di kota Jambi. Metode: Penelitian ini dilakukan dengan metode kuantitatif dengan menggunakan pendekatan cross sectional. Populasi pada penelitian ini adalah seluruh pekerja informal yang populasinya tidak diketahui. Sampel pada penelitian ini berjumlah 105 responden, teknik pengambilan sampel menggunakan purposive sampling. Hasil: Pemilik JKN sektor informal di kota Jambi berminat dalam penggunaan fasilitas kesehatan tingkat pertama dan terdapat hubungan antara kebutuhan dengan minat pemilik JKN sektor informal dalam penggunaan fasilitas kesehatan tingkat pertama di kota Jambi. Umur, jenis kelamin, pendidikan, pengetahuan,dan fasilitas kesehatan tidak berhubungan dengan minat pemilik JKN sektor informal dalam penggunaan fasilitas kesehatan tingkat pertama di kota Jambi. Kesimpulan: Ada hubungan antara kebutuhan dengan minat pemilik JKN sektor informal dalam penggunaan fasilitas kesehatan tingkat pertama di kota Jambi. Dengan demikian diharapkan FKTP yang bekerjasama dengan BPJS Kesehatan agar mempertahankan dan meningkatkan kualitas pelayanan yang diberikan untuk kenyamanan peserta JKN agar meningkatkan minat peserta dalam penggunaan JKN.
