Abstract

The thesis aims to find out: 1) What is the strategy of the Jambi city government in structuring and empowering street vendors (PKL) 2) How is the implementation of structuring and empowering street vendors in the Talang Banjar market, Jambi city, Jambi province. This thesis uses qualitative descriptive research by collecting data obtained through interviews, observations, and documentation. Based on the research conducted, the following conclusions were obtained: the implementation of the policy in the form of structuring and empowering street vendors in the Talang Banjar market, East Jambi District, was in accordance with the PERDA and the objectives of the Department of Industry and Trade. The strategy for structuring and empowering street vendors was first: creating a new gutter market using APBD funds and APBN. Second, provide kiosks and trading desks. Third, facilitating trade information facilities. There are obstacles such as: first, the lack of awareness of traders and buyers about the importance of providing space in public facilities. Second, there are still many street vendors selling in areas that are not intended for them. The factors that cause street vendors to sell on the road are due to low economic conditions, no need to pay any fees and my location is strategic. Obstacles encountered in the field in structuring and empowering street vendors in the Talang Banjar market, Jambi City, which were carried out by the city government with the Jambi City Satpol PP, were not simply completed easily in structuring street vendors Keywoards : Government Strategy, Structuring Empowering
