Abstract

ABSTRACT The aim of this research is to determine and analyze the causes of the decline in the Community Satisfaction Index (IKM) at the Muara Tembesi District Office, as well as the factors inhibiting the implementation of employee performance at the Muara Tembesi District Office in providing services to the community. The type of research is descriptive qualitative with the data collected including primary data and secondary data. Data collection is through interviews, observation and documentation, while data analysis uses descriptive analysis. The results of the research show that the Community Satisfaction Index (IKM) at the Muara Tembesi District Office has decreased due to employee performance not being carried out optimally, such as performance from the quality aspect that is not in accordance with the SOP, performance from the quantity aspect that has not reached the target so that document completion is not appropriate time and there are people who do not yet have residence documents or business documents, aspects of duties and responsibilities that have not been carried out because there are still employees who do not work according to their duties, as well as limited facilities so that employees' responsibilities to carry out performance quickly are hampered. Factors inhibiting the implementation of employee performance at the Muara Tembesi District Office in providing services to the community are the limited service facilities in the District causing employees to be unable to provide services quickly, employee discipline that still needs to be improved, and the absence of direct supervision and assessment from the Ombudsman. This causes there to be no performance assessment zoning system in each sub-district. Keywords: Performance, Employees, District
