Abstract

This research utilizes a qualitative method based on a case study approach. Data collection methods include observation, interviews, and document studies. The informants consist of the vice principal for curriculum, two teachers, and four students. The techniques used in data analysis include data reduction, data analysis, and conclusion drawing. The findings of this study indicate that the focus of literacy and numeracy teaching in schools is on three aspects: (1) Creating a literacy-friendly physical school environment; the school should serve as a "garden" within which literacy thrives, (2) Promoting the school as an academic environment that fosters literacy, (3) Encouraging collaboration between the social environment and the community in the school's literacy movement. In these three aspects, the strategies for literacy and numeracy development have been implemented in accordance with Law Number 23 of 2015 concerning the Advancement of Education and National Education. Some activities conducted include reading for at least 15 minutes before lessons begin, providing reading corners in every classroom, and setting up literacy corners in the school library. Several challenges faced by teachers in sustaining the culture of literacy and numeracy in the classroom are as follows. First, literacy and numeracy have not fully become ingrained among students. Many students often play games during recess, making it difficult for them to comprehend texts. Second, the use of the library is not optimal, as most students only borrow English dictionaries as the primary resource, despite the library being equipped with comfortable facilities and flexible operating hours. Third, despite persistent efforts, the literacy program has not been consistently implemented by some teachers, although continuous communication about the importance of the program and support has been provided to encourage all teachers to carry it out. Fourth, students' interest and motivation in writing remain low. 'Penelitian ini menggunakan metode kualitatif berdasarkan pendekatan studi kasus. Metode pengumpulan data meliputi observasi, wawancara, dan studi dokumentasi. Informan terdiri dari wakil kepala sekolah bidang kurikulum, dua guru, dan empat orang peserta didik. Teknik yang digunakan dalam analisis data meliputi reduksi data, analisis data, dan kesimpulan. Temuan studi ini menunjukkan bahwa fokus pengajaran literasi dan numerasi di sekolah ada pada tiga aspek: (1) Mengkondisikan lingkungan fisik sekolah ramah literasi; sekolah selayaknya menjadi “taman” yang didalamnya, (2) Mengupayakan sekolah sebagai lingkungan akademik yang literat. (3) Mengupayakan kerjasama lingkungan sosial dan masyarakat dalam gerakan literasi sekolah. Pada ketiga aspek tersebut, Strategi pengembangan literasi dan numerasi telah dilaksanakan sesuai dengan Undang-Undang Nomor 23 Tahun 2015 tentang Pemajuan Pendidikan dan Pendidikan Nasional. Beberapa kegiatan yang dilakukan antara lain membaca minimal 15 menit sebelum pembelajaran dimulai, penyediaan pojok baca di setiap kelas, dan penyediaan pojok literasi di perpustakaan sekolah. Beberapa hal kendala yang dihadapi guru dalam melestrikan budaya literasi dan numerasi di kelas antara lain sebagai berikut. Pertama, literasi dan numerasi belum sepenuhnya membudaya di kalangan peserta didik. Banyak siswa lebih sering bermain game di kelas ketika jam istirahat tiba, sehingga menyulitkan mereka untuk memahami teks. Kedua, penggunaan perpustakaan belum optimal, karena sebagian besar peserta didik hanya meminjam kamus bahasa Inggris sebagai bahasa utama, padahal perpustakaan sudah dilengkapi dengan fasilitas yang nyaman dan jam operasional yang fleksibel. Ketiga, meskipun ada upaya yang gigih, program literasi belum dilaksanakan secara konsisten oleh beberapa guru meskipun ada upaya terus-menerus untuk mengkomunikasikan pentingnya program ini dan memberikan dukungan agar semua guru dapat melaksanakannya. Keempat, minat dan motivasi siswa dalam menulis masih rendah.
