Abstract

Abstact The conflict occurred between the people of Marga Pardosi and PT. DPM. The conflict originating from land is a phenomenon as a consequence of the need for land for the purposes of mining activities for the content of earth's lead and zinc in the land of Dairi Regency. PT. Dairi Prima Mineral has a mining area of 24,636 hectares. This study aims to analyze the factors that cause conflict and the conflict resolution process in Pandiangan Village. This study uses a descriptive qualitative research method and is analyzed using conflict theory according to Soerjono Soekanto which is divided into several parts, namely: differences between individuals which explain how the differences are seen in terms of religion in Pandiangan Village, cultural differences which explain how the differences are seen from ethnic groups in Pandiangan Village, differences in interests which explain how the differences in interests between communities in Pandiangan Village, both the Community and the Community and also the Company, the occurrence of rapid social change which explains how social changes that occur in Pandiangan Village are seen from the welfare of the Community in this Village, and other theories used by researchers is the Agrarian Political Theory. The main factor for this conflict is the existence of misunderstandings among fellow Pardosi people which are due to differences of opinion between individuals and also differences of interests between individuals. The results of this study are alternative dispute resolution between the Pardosi community and the company PT. DPM with deliberation reached an agreement between the two parties. Keywords: Conflict, Pardosi Community Customary Land, Misunderstanding, Deliberation. Abstrak Konflik terjadi antara masyarakat Marga Pardosi dengan Perusahaan PT. DPM. Konflik yang bersumber dari pertanahan ini adalah fenomena sebagai konsekuensi dari kepentingan kebutuhan lahan untuk keperluan kegiatan penambangan kandungan bumi timah hitam dan seng di bumi Kabupaten Dairi. PT. Dairi Prima Mineral memiliki lahan pertambangan seluas 24.636 hektare. Penelitian ini bertujuan untuk menganalisi faktor penyebab konflik dan proses penyelesaian konflik di Desa Pandiangan. Penelitian ini menggunakan Metode Penelitian Kualitatif Deskriptif dan dianalisi menggunakan Teori Konflik menurut Soerjono Soekanto yang dimana dibagi menjadi beberapa bagian yaitu: perbedaan antar perorangan yang dijelaskan bagaimana perbedaan yang dilihat dari segi agama di Desa Pandiangan, perbedaan kebudayaan yang dijelaskan bagaimana perbedaan yang dilihat dari suku di Desa Pandiangan, perbedaan kepentingan yang dijelaskana bagaimana perbedaan kepentingan antar masyarakat di Desa Pandiangan baik itu Masyarakat dengan Masyarakat dan juga Perusahaan, terjadinya perubahaan sosial yang cepat yang dijelaskan bagaimana perubahan sosial yang terjadi di Desa Pandiangan dilihat dari kesejahteraan Masyarakat di Desa ini, dan teori lain yang digunakan oleh peneliti yaitu Teori Politik Agraria. Faktor utama adanya konflik ini yaitu adanya kesalahpahaman antar sesama masyarakat pardosi yang dimana karena adanya perbedaan pendapat antar individu dan juga perbedaan kepentingan antar individu. Adapun hasil dari penelitian ini yaitu hal penyelesaian sengketa secara alternatif antara masyarakat Pardosi dengan Pihak Perusahaan PT. DPM dengan musyawarah dicapai kesepakatan antara kedua belah pihak. Kata Kunci :Konflik, Tanah Ulayat Masyarakat Pardosi, Kesalahpahaman, Musyawara.
