Abstract

Penelitian ini bertujuan untuk meninjau ulang konsep Zonasi Kota Bandar Grissee yang termuat dalam Laporan Kajian Zonasi Kota Bandar Grissee. Bandar Grissee dikenal sebagai kawasan pelabuhan berskala internasional sejak abad ke-14 M sampai 19 M berdasarkan catatan-catatan sejarah. Pelabuhan tersebut telah membentuk Gresik sebagai wilayah multikulturalisme di pantai timur Jawa sebagaimana tercermin melalui bangunan berasitektur Arab, Cina, Kolonial dan Indigenous (asli). Untuk melindungi bangunan yang memiliki potensi sebagai Cagar Budaya, maka diperlukan konsep perlindungan berupa sistem zonasi yaitu Zonasi Kota Bandar Grissee. Namun dalam menentukan sistem zonasi perlu untuk memperhatikan kesesuaian terhadap regulasi terkait yang mengatur penyusunan zonasi dan mengetahui dampak yang ditimbulkan ketika zonasi tidak selaras terhadap regulasi tersebut. Metode yang digunakan untuk menjawab permasalahan tersebut dengan menggunakan analisis komparasi komponen penyusun Zonasi Kota Bandar Grissee dengan poin-poin penting penyusun zonasi Cagar Budaya serta analisis SIG yaitu overlay (tumpang tindih) Zonasi Kota Bandar Grissee terhadap sistem zonasi lain. Hasil dari penelitian ini menemukan bahwa Zonasi Kota Bandar Grissee tidak sinkron terhadap regulasi terkait. Poin yang sesuai antara Zonasi Kota Bandar Grissee dan regulasi terkait berupa kepadatan dan persebaran Cagar Budaya. Sedangkan poin yang tidak sesuai berupa ketentuan zona dalam sistem zonasi, peluang peningkatan kesejahteraan rakyat, kepentingan negara dan daerah, pelestarian kebudayaan pendukung, lingkungan alam dan sistem zonasi lain. Hal tersebut kemudian dapat berdampak kepada sektor ekonomi, pelestarian Cagar Budaya, lingkungan dan kebijakan fungsi ruang lain. Sehingga melalui hasil penelitian ini mengusulkan untuk dilakukan evaluasi terhadap Zonasi Kota Bandar Grissee. This research discusses the review of the Town of Grissee Zoning concept contained in the Town of Grissee Zoning Study Report. The Town of Grissee was famous as an international port area from the 14th to the 19th century AD based on historical records. Through this port, it is the gateway for foreign cultures to enter and develop in Gresik as evidenced by buildings with diverse architecture that reflect Arab, Chinese, Colonial and Indigenous (native) ethnicities. To protect buildings that have the potential to become cultural heritage, a protection concept in the form of a zoning system is needed, namely the Town of Grissee Zoning. However, in determining the zoning system, it is necessary to pay attention to compliance with the relevant regulations governing zoning arrangements and to know the impacts that arise when zoning is not in harmony with the relevant regulations. The method used to answer this problem is by using a comparative analysis of the components that make up the Town of Grissee Zoning with the important points that make up the Cultural Heritage zoning as well as GIS analysis, namely the overlay of the Town of Grissee Zoning against other zoning systems. The results of this research found that the Town of Grissee's zoning is not in sync with related regulations. The appropriate points between the Town of Grissee Zoning and related regulations are the density and distribution of Cultural Heritage. Meanwhile, points that are not appropriate include zone provisions in the zoning system, opportunities to increase people's welfare, state and regional interests, preservation of supporting culture, the natural environment and other zoning systems. This can then have an impact on the economic sector, preservation of cultural heritage, the environment and policies on other spatial functions. So, through the results of this research, it is proposed to carry out an evaluation of the Town of Grissee Zoning.
