Abstract

ABSTRACT This research aims to identify the factors that are the strength of a single candidate in winning the 2020 Humbang Hasundutan Pilkada and to analyze whether the presence of a single candidate in the Pilkada can still be said to be democratic. This research uses a descriptive qualitative approach. The results of this research reveal the complexity of political dynamics in the 2020 Humbang Hasundutan Pilkada, where political forces such as political parties, economic groups, bureaucracy and the practice of money politics play a crucial role in determining the election results. Political parties influence coalitions and support through wholesale party actions, while economic groups provide significant financial support. Bureaucracy, even though it is supposed to be neutral, is sometimes used as a political tool to maintain power. The practice of money politics represents a serious challenge to the democratic process by providing material incentives that influence voter choices. This study also links the theory of electoral clientelism to the way politicians utilize economic resources to gain political support. In conclusion, there is a need for institutional reform, increased political education, strengthening the law, and transparency in campaign financing to ensure a regional election process that is more democratic and represents the interests of society at large. Keywords: Regional Election, Single Candidate, Humbang Hasundutan.   INTISARI Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang menjadi kekuatan calon tunggal dalam memenangkan Pilkada Humbang Hasundutan Tahun 2020 serta untuk menganalisis apakah dengan hadirnya calon tunggal pada Pilkada tersebut prosesnya masih dapat dikatakan demokratis. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Hasil penelitian ini mengungkap kompleksitas dinamika politik dalam Pilkada Humbang Hasundutan tahun 2020, di mana kekuatan politik seperti partai politik, kelompok ekonomi, birokrasi, dan praktik money politics memainkan peran krusial dalam menentukan hasil pemilihan. Partai politik mempengaruhi koalisi dan dukungan melalui aksi borong partai, sementara kelompok ekonomi memberikan dukungan finansial yang signifikan. Birokrasi, meskipun seharusnya netral, terkadang dimanfaatkan sebagai alat politik untuk mempertahankan kekuasaan. Praktik money politics menunjukkan tantangan serius terhadap proses demokrasi dengan pemberian insentif materiil yang mempengaruhi pilihan pemilih. Studi ini juga mengaitkan teori klientelisme elektoral dengan cara politikus memanfaatkan sumber daya ekonomi untuk memperoleh dukungan politik. Kesimpulannya, perlunya reformasi kelembagaan, peningkatan pendidikan politik, penguatan hukum, dan transparansi dalam pendanaan kampanye untuk memastikan proses Pilkada yang lebih demokratis dan mewakili kepentingan masyarakat secara luas.
