Abstract

This research aims to analyze the implementation and obstacles to legislative function of Muaro Jambi Regency DPRD in the formation of regional regulations for 2019-2024 period. The type of research for this thesis is Empirical Juridical, namely research carried out directly in the field. The results of the research show that the implementation of the legislative function of the DPRD in the process of forming regional regulations in 2012-2017 continues to decline to become passive with the DPRD's initiative rights not being used optimally. It can be seen from the Propemda data that more Draft Regional Regulations are proposed by regional governments, and this makes the DPRD play more of a role in the ratification process. Obstacles in implementing the function of Forming Regional Regulations by the Muaro Jambi Regency DPRD: 1) The diverse backgrounds of DPRD members and different levels of education, 2) The preparation of the Draft Regional Regulations for the formation of regional regulations was not carried out according to schedule, 3) Not optimally involving the community in the drafting process and formation, and 4) The process of forming regional regulations must take into account many factors, frictions, making the process of drafting regional regulations take longer.
