Abstract

Penelitian ini dilakukan dengan tujuan untuk menganalisis Kemampuan Keuangan dan Kinerja Keuangan Pemerintah Daerah Dalam Pelaksanaan Otonomi Daerah di Kabupaten Muaro Jambi. Pengukuran ini menggunakan Indeks Kemampuan Keuangan, Permendagri Nomor 62 Tahun 2017 dan Rasio Keuangan yang mengukur Rasio Kemandirian, Rasio Derajat Desentralisasi Fiskal, Rasio Efektivitas, Rasio Aktivitas, serta Rasio Keserasian Belanja Daerah. Hasil penelitian ini menunjukkan nilai Indeks Kemampuan Keuangan Pemerintah Kabupaten Muaro Jambi berada pada kategori sedang. Menurut Permendagri Nomor 62 Tahun 2017 besaran Pendapatan Umum Daerah masuk pada kriteria rendah. Rasio Kemandirian Keuangan Daerah berada pada kategori yang sangat rendah. Rasio Derajat Desentralisasi Fiskal masuk dalam kategori rendah. Rasio Efeksitfitas Kabupaten Muaro jambi masuk pada kategori yang sangat efektif dalam hal Realisasi Anggaran Pemerintah Kabupaten Muaro Jambi. Rasio Aktivitas menunjukkan bahwa Pemerintah Kabupaten Muaro Jambi lebih mengalokasikan dana untuk Belanja Aparatur dibanding Belanja Publik. Dan Rasio Keserasian Belanja Daerah menunjukkan bahwa Pemerintah Kabupaten Muaro Jambi lebih mengalokasikan dana untuk Belanja Langsung. Dapat disimpulkan bahwa Kemampuan dan Kinerja Keuangan Pemerintah Daerah di Kabupaten Muaro Jambi masih kurang baik atau masih harus diperbaiki. This study was conducted with the aim of analyzing the Financial Capability and Financial Performance of the Regional Government in the implementation of Regional Autonomy in Muaro Jambi Regency. This measurement uses the Financial Capability Index, Permendagri Number 62 of 2017 and Financial Ratios which measure the Independence Ratio, Fiscal Decentralization Degree Ratio, Effectiveness Ratio, Activity Ratio, and Regional Expenditure Compatibility Ratio. The results of this study indicate that the value of the Financial Capability Index of the Muaro Jambi Regency Government is in the medium category. According to Permendagri Number 62 of 2017 the amount of Regional General Revenue is included in the low criteria. The Regional Financial Independence Ratio is in a very low category. The Fiscal Decentralization Degree Ratio is in the low category. The Effectiveness Ratio of Muaro Jambi Regency is in a very effective category in terms of Budget Realization of the Muaro Jambi Regency Government. The Activity Ratio shows that the Muaro Jambi Regency Government allocates more funds for Apparatus Expenditure than Public Expenditure. And the Regional Expenditure Compatibility Ratio shows that the Muaro Jambi Regency Government allocates more funds for Direct Expenditure. It can be concluded that the Financial Capability and Performance of the Regional Government in Muaro Jambi Regency is still not good or still needs to be improved.
