Abstract

ABSTRAK Penelitian ini bertujuan untuk membangun sebuah model bagi peningkatkan kinerja pegawai melalui digital leadership dan organizational learning yang dimediasi oleh dynamic capability dan digital capability. Penelitian ini bersifat kuantitatif yang berupa explanatory research yang ditujukan untuk menjelaskan hubungan antar variabel. Unit analisis yang dijadikan ialah Pegawai Negeri Sipil di Kota Sungai Penuh dan Kab. Kerinci. Jumlah sampel yang digunakan dalam penelitian ini sebanyak 230 orang. Analisis data menggunakan SEM-GSCA dengan bantuan program GSCA Pro. Hasil penelitian menemukan bahwa digital leadership tidak berpengaruh terhadap kinerja pegawai secara langsung, tetapi terdapat pengaruh signifikan secara tidak langsung dengan mediasi dynamic capability dan digital capability. Begitu juga dengan organizational learning tidak berpengaruh langsung terhadap kinerja pegawai. Namun, organizational learning berpengaruh signifikan terhadap kinerja pegawai dengan adanya variabel mediasi dynamic capability dan digital capability. Oleh karena itu, penelitian ini membuktikan bahwa kinerja pegawai dapat ditingkatkan dengan mengoptimalkan dynamic capability dan digital capability. Implikasi manajerial dari penelitian ini menunjukkan pentingnya kompetensi digital pegawai untuk meningkatkan kinerja. Bahkan digital leadership mendorong unsur pimpinan organisasi pemerintah untuk mengadopsi teknologi digital bagi pengambilan keputusan, meningkatkan efektivitas, dan transparansi layanan publik. Dengan penerapan digital leadership sekaligus memperkuat organisasi dalam menghadapi tantangan transformasi digital. Selain itu, setiap pegawai negeri sipil baik di level staf maupun unsur pimpinan juga perlu dibekali dengan dynamic capability supaya tetap dapat bekerja dengan optimal walaupun terjadi berbagai perubahan pada lingkungan organisasi. This study is an explanatory research that explains the relationship between variables. The unit of analysis is civil servants in Kota Sungai Penuh and Kab. Kerinci. There were 230 respondents, and the data analysis employed SEM-GSCA by utilizing GSCA Pro. This study found that digital leadership insignificantly affects employee performance directly, but the impact of the mediation of dynamic capability and digital capability is significant indirectly. Likewise, organizational learning is insignificant on employee performance directly. However, organizational learning significantly impacts employee performance by including dynamic capability and digital capability as intervening variables. Therefore, this study shows that employee performance can be improved by optimizing dynamic capability and digital capability. The managerial implication of this study shows that the essential of employees’ digital competence in performance improving. Moreover, digital leadership encourages government organizational leaders to adopt digital technology for decision-making, increasing the effectiveness and transparency of public services. Implementing digital leadership also strengthens the organization’s ability to deal with the challenges of digital transformation. Furthermore, civil servants at both the lower and top levels need to be equipped with dynamic capabilities to work optimally despite various changes in the organizational environment.
