Abstract

This research aims to analyze the influence of patriarchal culture on women's representation in the Regional House of Representatives (DPRD) of North Sumatra Province for the 2024–2029 period. Although affirmative policies have been implemented through a 30% quota for women's representation, election results show that women's political participation remains far from this target. This study employs a descriptive quantitative approach, with data collected through questionnaires distributed to 100 respondents across eight districts in North Sumatra. Data analysis was conducted using the SPSS application to measure the extent to which patriarchal culture influences voter preferences toward female legislative candidates. The results indicate that the deeply rooted patriarchal culture in Batak society is a dominant factor hindering women's representation in parliament. This is reflected in negative perceptions of women's leadership capacity, the lack of support from political parties, and the limited political education received by women. These findings highlight the need for more effective strategies to raise public awareness of the importance of women's roles in politics, as well as stronger commitments from political parties to support substantial women's representation.
