Abstract

Intisari Tujuan dari penelitian ini adalah untuk menganalisis proses perencanaan kolaboratif prespektif yang dilaksanakan oleh Pemerintah Provinsi Jambi dalam rangka membangun ketahanan pangan yang berkelanjutan. Masalah ketahanan pangan di Provinsi Jambi memiliki banyak aspek, termasuk namun tidak terbatas pada penurunan produksi pangan, konversi lahan, fluktuasi harga, dan ketergantungan pada pasokan eksternal. Pendekatan kualitatif deskriptif digunakan untuk mengumpulkan data melalui wawancara mendalam, observasi, dan studi dokumentasi terhadap lembaga-lembaga seperti BAPPEDA, Dinas Ketahanan Pangan, Dinas Tanaman Pangan Hortikultura dan Peternakan, serta masyarakat, petani lokal, dan peternak lokal. Hasil penelitian menunjukkan bahwa implementasi teori collaborative planning (Pratiwi Yulia, 2014) mencakup aspek- aspek berikut: pertama, membangun dialog antar pemangku kepentingan; kedua, membangun kepercayaan; ketiga, mengidentifikasi potensi dan masalah; keempat, memperkuat kelembagaan; dan kelima, membangun komitmen bersama dalam perumusan dan implementasi kebijakan pangan. Meskipun indeks ketahanan pangan meningkat, tantangan seperti rendahnya produktivitas lokal dan perlindungan lahan pangan yang tidak memadai masih menjadi kendala. Oleh karena itu, strategi kolaboratif lintas sektor muncul sebagai pendekatan penting untuk meningkatkan ketahanan pangan di tingkat daerah. Abstract The objective of this research is to analyze the collaborative planning process implemented by the Jambi Provincial Government in order to establish sustainable food security from perspective. The food security issues in Jambi Province are multifaceted, including but not limited to declining food production, land conversion, price fluctuations, and dependence on external supplies. A descriptive qualitative approach was employed to collect data through in-depth interviews, observations, and documentation studies of agencies such as BAPPEDA, the Food Security Office, the Food Crops Horticultural and Livestock Office, as well as communities, local farmers, and local breeders. The results indicate that the implementation of theory collaborative planning (Pratiwi Yulia, 2014) encompasses the following aspects: first, the establishment of a dialogue among stakeholders; second, the cultivation of trust; third, the identification of both the potential and the problems; fourth, the strengthening of institutions; and fifth, the establishment of joint commitment in the formulation and implementation of food policies. Despite the increase in the food security index, challenges such as low local productivity and inadequate protection of food land persist as obstacles. Consequently, cross-sector collaborative strategies emerge as a pivotal approach to bolster food security at the regional level.
