Abstract

ABSTRACT Political participation of the community in the context of democracy can be demonstrated through the general election mechanism. In essence, the general election is a democratic party for the community in a country that adheres to a democratic system. The key to the success of the election is the participation and active role of the community. All people as citizens who have met the requirements as voters in fulfilling the same rights, positions, and roles. Likewise, voters with disabilities have the same rights as citizens. Voters with disabilities need to receive socialization in order to realize the principles of a just democracy for the community. This study uses a qualitative research method with data collection techniques including interviews and documentation. This research was conducted in the Jambi City Blind Community. The results of this study indicate that the Forms of Participation of the Jambi City Blind Community are diverse in the 2020 Jambi Gubernatorial Election, both through participation in voting and involvement in other election activities. Most blind voters still have to rely on assistance in exercising their voting rights, which has the potential to reduce their independence in determining their choices secretly and independently. Factors that support political participation of the blind community include increasing political awareness in the community, support from disability organizations such as the Indonesian Blind Association (Persatuan Tuna Netra Indonesia (Pertuni)), as well as efforts by the KPU and the government in providing inclusive facilities and inhibiting factors include lack of accessibility to political information, minimal disability-friendly facilities at polling stations, limited election socialization for the blind, and lack of attention from political parties to disability groups in the campaign process. Keywords: Voting, Disability, Election of Governor and Deputy Governor of Jambi Province in 2020 INTISARI Partisipasi masyarakat dalam konteks demokrasi dapat ditunjukkan melalui mekanisme pemilihan umum (pemilu). Pada hakikatnya pemilihan umum merupakan sebuah ajang pesta demokrasi untuk masyarakat di negara yang menganut sistem demokrasi. Kunci keberhasilan penyelenggaraan pemilu yaitu pada partisipasi dan peran aktif dari masyarakat. Semua masyarakat sebagai warga negara yang sudah memenuhi persyaratan sebagai pemilih dalam memenuhi hak, kedudukan, dan peran yang sama. Demikian pula dengan pemilih disabilitas untuk memiliki hak yang sama sebagai warga negara. Pemilih disabilitas perlu mendapatkan sosialisasi agar terwujudnya asas demokrasi yang adil bagi masyarakat. Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengambilan data yang meliputi wawancara dan dokumentasi. Penelitian ini dilakukan pada Komunitas Tuna Netra Kota Jambi. Hasil dari penelitian ini menunjukkan bahwa Bentuk Partisipasi Komunitas Tuna Netra Kota Jambi yang beragam dalam Pemilihan Gubernur Jambi tahun 2020, baik melalui keikutsertaan dalam pemungutan suara maupun keterlibatan dalam kegiatan pemilu lainnya. Sebagian besar pemilih tuna netra masih harus bergantung pada pendampingan dalam menggunakan hak pilihnya, yang berpotensi mengurangi independensi mereka dalam menentukan pilihan secara rahasia dan mandiri. Faktor yang mendukung partisipasi komunitas tuna netra meliputi meningkatnya kesadaran politik dalam komunitas, dukungan dari organisasi disabilitas seperti Persatuan Tuna Netra Indonesia (Persatuan Tuna Netra Indonesia (Pertuni)), serta adanya upaya dari KPU dan pemerintah dalam menyediakan fasilitas inklusif dan faktor penghambat mencakup kurangnya aksesibilitas terhadap informasi politik, minimnya fasilitas ramah disabilitas di TPS, keterbatasan sosialisasi pemilu bagi penyandang tuna netra, serta kurangnya perhatian dari partai politik terhadap kelompok disabilitas dalam proses kampanye.
