Abstract
This study aims to analyze the effectiveness of legal protection for consumers who fall victim to phishing in e-commerce transactions in Indonesia and to compare it with the legal system in Singapore. Phishing is a rapidly evolving form of cybercrime, where perpetrators manipulate consumers through fake websites or electronic messages to steal personal and financial data. This research adopts a normative juridical method using statutory and conceptual approaches. The findings indicate that although several laws exist—such as the Consumer Protection Act, the Electronic Information and Transactions Law (ITE Law), and the Personal Data Protection Law none specifically regulate phishing. This legal gap weakens the protection for consumers. In contrast, Singapore has a more comprehensive legal framework, including the Cybersecurity Act and PDPA, as well as clear compensation mechanisms through Small Claims Tribunals. The study recommends regulatory reform and the establishment of an integrated supervisory agency to enhance consumer protection in the digital age.
