Abstract

ABSTRAK Latar belakang: Tingkat kunjungan peserta JKN ke Puskesmas masih belum optimal, menurut peraturan JKN No 7 tahun 2019 target pemenuhan pemanfaatan pelayanan kesehatan ialah 15 %, dan rata-rata kunjungan Puskesmas di kota Jambi pada tahun 2023 adalah 9,7%. Angka kunjungan peserta JKN Non PBI ke Puskesmas Talang Banjar masih rendah, yaitu sebesar 310 per Desember tahun 2022 dari 20 Pusekesmas yang ada di kota Jambi. Studi ini bertujuan menganalisis faktor yang mempengaruhi pemanfaatan pelayanan kesehatan oleh peserta Jaminan Kesehatan Nasional Non Penerima Bantuan Iuran di wilayah kerja Puskesmas Talang Banjar tahun 2023. Metode: Penelitian ini merupakan penelitian kualitatif dengan pendekatan analitik yang melibatkan kepala puskesmas, Peserta JKN Non PBI, dokter, staf puskesmas dan PJ Operator P-Care Puskesmas. teknik utama dalam penelitian ini adalah wawancara mendalam. Penelitian ini dilakukan Puskesmas Talang Banjar Kota Jambi yang dilakukan pada bulan Februari tahun 2024. Penelitian ini menggunakan thematic analysis dan diolah menggunakan software Nvivo yang diuji menggunakan triangulasi untuk membuktikan kebasahan data yang didapatkan. Hasil: Jarak merupakan bagian dari faktor Enabling yang merupakan penentu bagi peserta JKN Non PBI untuk mengakses layanan di Puskesmas Talang Banjar. Hal ini dikarenakan lokasinya yang jauh dari pemukiman masyarakat, setelah itu di ikuti dengan pengambilan keputusan bagian dari factor Reinforcing dikarenaka jarak yang jauh tersebut akhirnya menjadi pertimbanagan yang lain dalam pengambilan keputusan dan ditambah juga tentang pengetahuan puskesmas yang kurang. Kesimpulan: pemanfaatan pelayanan kesehatan oleh peserta JKN Non PBI masih rendah tingkat partisipasinya dalam pelayanan kesehatan, salah satu faktornya yaitu jarak yang cukup jauh dari pemukiman masyarakat dan lebih memilih klinik dibandingkan puskesmas. The number of visits by JKN Non-PBI participants to the Talang Banjar Community Health Center is still low, namely 310 as of December 2022 from 20 Community Health Centers in the city of Jambi. This study aims to analyze the factors that influence the use of health services by National Health Insurance participants who are not recipients of contribution assistance in the working area of ​​the Talang Banjar Community Health Center in 2023. Method: This research is a qualitative research with an analytical approach involving 7 informants consisting of the head of the community health center, Non-PBI JKN participants, doctors, community health center staff and PJ Operators of the Community Health Center. The main technique in this research is in-depth interviews. This research was conducted at the Talang Banjar Community Health Center, Jambi City, which was carried out in February 2024. This research used thematic analysis and was processed using Nvivo software which was tested using triangulation to prove the wetness of the data obtained. Results: Distance is part of the Enabling factor which is a determinant for Non-PBI JKN participants to access services at the Talang Banjar Community Health Center. This is because the location is far from residential areas, after that it is followed by decision making as part of the Reinforcing factor because the long distance ultimately becomes another consideration in decision making and also the lack of knowledge of the community health center. Conclusion: the utilization of health services by Non-PBI JKN participants in the working area of ​​the Talang Banjar Community Health Center, Jambi City is still low. The level of participation in health services is still low, one of the factors being the quite far distance from community settlements and people preferring clinics to community health centers.
