Abstract

In urban areas that have high economic growth and large population growth, this causes an increase in activities to fulfill needs which of course also increases the need for transportation or motorized vehicles. The Jambi City Transportation Department continues to consistently strive to contribute to orderly traffic services by utilizing information technology. Efforts made by the Jambi City Transportation Department to provide orderly traffic and monitor traffic and reduce congestion through the Jambi City Operation Center (JCOC. This research aims to determine the quality of Jambi City Operation Center services and the effectiviness of the Jambi City Operation Center in reducing traffic congestion in Jambi Citty. This research was conducted using qualitative descriptive methods and data obtained through in-dept interviews witih related parties and analysis of documents related to the Jambi City Operation Center. The research result show that the Jambi City Transportation Department is aware that Jambi City’s JCOC is not optimal because there are several obstacles faced when monitoring traffic flow, such as when electricity is cut off or bad weather makes monitoring cameras inactive. Regarding congestion caused by disorderly drivers which makes the Jambi City JCOC less effective and the number of vehicles exceeding road capacity, thus hampering of the Jambi City JCOC. Di wilayah perkotaan yang memiliki pertumbuhan ekonomi tinggi dan pertumbuhan jumlah penduduk yang besar, hal ini menyebabkan peningkatan kegiatan untuk memenuhi kebutuhan yang tentunya juga meningkatkan kebutuhan akan alat transportasi atau kendaraan bermotor. Dinas Perhubungan Kota Jambi terus berupaya secara konsisten untuk berkontribusi dalam melayani tertib lalu lintas dengan memanfaatkan teknologi informasi. Uapaya yang dilakukan Dinas Perhubungan Kota Jambi dalam menertibkan lalu lintas dan memantau lalu lintas serta mengurangi kemacetan melalui Jambi City Operation Center (JCOC). Penelitian ini bertujuan untuk mengetahui kualitas pelayanan Jambi City Operation Center dan efektivitas Jambi City Operation Center di Kota Jambi. Penelitian ini dilakukan dengan menggunakan metode deskriptif kualitatif dann data diperoleh melalui wawancara mendalam dengan pihak-pihak terkait dan analisis dokumen terkait JCOC. Hasil penelitian menunjukkan bahwa Dinas Perhubungan Kota Jambi sadar bahwa JCOC Kota Jambi belum maksimal dikarenakan ada beberapa kendala yang dihadapi pada saat melakukan pemantauan arus lalu lintas, seperti listrik padam atau cuaca buruk membuat kamera pemantau tidak aktif, serta kendaraan melebihi kapasitas jalan sehingga menghambat kinerja JCOC Kota Jambi.
