Abstract

Kemajuan teknologi memiliki dampak signifikan terhadap nilai-nilai kebudayaan di masyarakat, baik di perkotaan maupun pedesaan, dengan semakin meluasnya penggunaan teknologi seperti televisi, telepon genggam, dan internet. Meskipun demikian, dalam konteks pelayanan publik di tingkat Rukun Tetangga (RT) dan Rukun Warga (RW), masih terdapat permasalahan terkait efektivitas komunikasi dan efisiensi pelayanan administratif, khususnya dalam pengajuan surat pengantar yang seringkali memakan waktu. Penelitian ini bertujuan untuk merancang dan menganalisis antarmuka sistem informasi RT/RW berbasis web dengan pendekatan User Centered Design (UCD). Metode UCD dipilih karena berfokus pada pengguna sebagai pusat dalam proses pengembangan antarmuka, yang mencakup empat tahapan: memahami konteks penggunaan, menentukan kebutuhan pengguna, merancang solusi, dan evaluasi terhadap kebutuhan. Dalam penelitian ini, prototipe antar muka diuji menggunakan alat Maze dan metode System Usability Scale (SUS). Hasil pengujian terhadap 85 responden masyarakat menunjukkan bahwa Maze Usability Score (MAUS) mencapai 97 dengan kategori "Tinggi", sementara System Usability Scale (SUS) mencapai skor 87,75 dengan penilaian "Excellent" dan grade scale "A+". Pengujian pada lima responden dari sisi RT/RW menunjukkan MAUS sebesar 93 dan SUS sebesar 86, dengan penilaian "Excellent" dan grade scale "A+". Hasil ini menunjukkan bahwa antarmuka yang dirancang mudah dipahami, dipelajari, dan diterima dengan baik oleh pengguna. Penelitian ini menyimpulkan bahwa metode UCD efektif dalam perancangan antarmuka sistem informasi yang berfokus pada pengguna, serta dapat meningkatkan efisiensi dan kualitas pelayanan publik di lingkungan RT/RW melalui penerapan aplikasi berbasis web. The advancement of technology has had a significant impact on cultural values in society, both in urban and rural areas, with the increasing use of technology such as television, mobile phones, and the internet. However, in the context of public services at the Rukun Tetangga (RT) and Rukun Warga (RW) levels, there are still issues related to communication effectiveness and administrative service efficiency, particularly in the submission of letters of introduction, which often takes a considerable amount of time. This research aims to design and analyze the user interface of a web-based RT/RW information system using the User-Centered Design (UCD) approach. The UCD method was chosen because it focuses on the user as the center of the interface development process, which includes four stages: understanding the context of use, specifying user requirements, designing solutions, and evaluating against requirements. In this study, the interface prototype was tested using the Maze tool and the System Usability Scale (SUS) method. The test results on 85 community respondents showed that the Maze Usability Score (MAUS) reached 97 in the "High" category, while the System Usability Scale (SUS) scored 87.75 with an "Excellent" rating and an "A+" grade scale. Testing on five respondents from the RT/RW side showed a MAUS of 93 and a SUS of 86, with an "Excellent" rating and an "A+" grade scale. These results indicate that the designed interface is easy to understand, learn, and well-accepted by users. This research concludes that the UCD method is effective in designing a user-centered information system interface and can improve the efficiency and quality of public services in the RT/RW environment through the implementation of a web-based application.
