Abstract

The Jambi Bugar Program is part of the Regional National Health Insurance (JKN Daerah) in Jambi City as outlined in the Jambi City Medium-Term Development Plan (RPJMD) for the 2018-2023 period. This program aims to improve access to health for the underprivileged in Jambi City by promoting interdepartmental coordination. However, the implementation of this program faces considerable challenges, including unclear division of responsibilities, suboptimal data integration, and weak cross-sector communication. These obstacles can hinder the success of the program and limit community access to inclusive health services. This study aims to analyze the effectiveness and sustainability of coordination between the Jambi City Health Office, Jambi City Social Service, and BPJS Health Jambi Branch in supporting the Jambi Bugar Program. This research uses the interdepartmental coordination framework of B. Guy Peters, which includes indicators such as specialization, power, performance management, jurisdiction, trust and ideology, politics, and accountability. Descriptive qualitative research methods were used, with data collected through in-depth interviews, direct observation, and document analysis from the three main agencies involved. The results show that interdepartmental coordination has been well implemented, which is reflected in the effective synergy between agencies in supporting program implementation. To expedite program implementation, this study recommends the provision of a dedicated channel to receive input from the community and related agencies, which can be accessed through an application or digital platform that is easy to use by all parties. This study provides valuable insights as a reference for improving the efficiency of health programs based on interdepartmental coordination at the local government level and has the potential to serve as a model for the development of similar programs in the future.
