Abstract

Balai Bahasa Provinsi Jambi adalah unit pelaksana teknis di bawah Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi yang berperan penting dalam pelindungan serta pemasyarakatan bahasa dan sastra di wilayah Provinsi Jambi. Namun, pengelolaan arsip di lembaga ini masih dilakukan secara manual dan tidak terpusat, tersebar di berbagai media seperti Google Drive pribadi, komputer pegawai, atau bentuk fisik. Kondisi ini mempersulit akses bersama, menimbulkan ketidakteraturan, dan meningkatkan risiko kehilangan dokumen penting. Selain itu, ketergantungan penuh pada sistem SINDE yang tersimpan di Server Pusat Data Nasional menambah kerentanan. Gangguan sistem akibat serangan ransomware pada tahun 2023 menjadi pengingat akan perlunya solusi yang lebih mandiri, aman, dan tidak sepenuhnya bergantung pada infrastruktur eksternal. Penelitian ini mengusulkan pengembangan Sistem Informasi Pengelolaan Arsip Elektronik menggunakan metode Agile Scrum. Proses pengembangan dilakukan melalui empat sprint yang menghasilkan analisis kebutuhan dan rancangan antarmuka, fitur utama seperti manajemen pengguna dan dokumen, pengembangan fitur lanjutan seperti validasi dokumen, monitoring, arsip inaktif, serta penyempurnaan akhir berdasarkan umpan balik pengguna. Pengujian sistem dilakukan dengan metode black-box testing pada 191 skenario, di mana 189 berhasil dijalankan dengan baik dan hanya dua skenario mengalami kendala, sehingga tingkat validitas sistem mencapai 98%. Hasil ini menunjukkan bahwa sistem telah memenuhi sebagian besar kebutuhan fungsional, hanya memerlukan sedikit penyempurnaan, dan secara umum siap diimplementasikan untuk mendukung pengelolaan arsip elektronik di Balai Bahasa Provinsi Jambi secara lebih efektif dan efisien.
