Abstract

ANALISIS EFEKTIVITAS PROGRAM KERJA DI HUTAN DESA DURIAN RAMBUN KECAMATAN MUARA SIAU DI WILAYAH KPHP MERANGIN UNIT V. (Skripsi oleh Sayyid Muhammad Qorif Al Mahdhar dibawah bimbingan Dr. Ir. Ahyauddin, S.TP., M.P. dan Rahmad Nurmansah, S.Hut. M.Si). Efektivitas program kerja di Hutan Desa Durian Rambun merupakan isu penting yang perlu dijelajahi untuk mengetahui tingkat keberhasilan dan bagaimana program kerja tersebut dapat meningkatkan pendapatan dan tingkat konsumsi masyarakat. Hutan Desa Durian Rambun telah memiliki Rencana Kerja Perhutanan Sosial (RKPS) dan Rencana Tahunan Hutan Desa (RTHD). Rencana Kerja Perhutanan Sosial (RKPS) yang ada di Hutan Desa Durian Rambun akan melakukan perubahan Rencana Kerja Perhutanan Sosial (RKPS) hal ini karena Rencana Kerja Perhutanan Sosial (RKPS) di Hutan Desa Durian Rambun telah berjalan selama 10 tahun. Namun Rencana Kerja Perhutanan Sosial (RKPS) dengan format terbaru di Hutan Desa Durian Rambun masih dalam proses pengajuan ke Balai Perhutanan Sosial dan Kemitraan Lingkungan (PSKL) Medan. Maka dari itu Penelitian yang mengkaji efektivitas program kerja di hutan desa menjadi sangat penting. Karena adanya perubahan Rencana Kerja Perhutanan Sosial (RKPS) maka dilihat program kerja yang mana yang lemah, untuk lebih dipertahankan dan dioptimalkan dalam Rencana Kerja Perhutanan Sosial (RKPS) yang akan mendatang. Tujuan dari penelitian ini adalah untuk menganalisis efektivitas program kerja di Hutan Desa Durian Rambun dan menganalisis faktor-faktor yang mempengaruhi efektivitas program kerja. Dengan teknik pengambilan sampel menggunakan Purposive Sampling untuk responden yang terpilih dan Simple Random Sampling untuk kemasyarakat yang telibat dalam pengelolahan Hutan Desa Durian Rambun serta metode komputerisasi SPSS untuk analisis regresi berganda dalam menganalisis faktor-faktor yang mempengaruhi tingkat efektivitas program kerja di Hutan Desa Durian Rambun. Hasil penelitian ini menunjukkan bahwa tingkat Efektivitas Program Kerja di Hutan Desa Durian Rambun terbilang Efektif dengan persentase skor 66,67% - 100%. Diproleh urutan tertinggi dari program kerja yang termuat di dalam RKT, yaitu Pengamanan Hutan/Patroli dengan persentase skor 100%. Adapun urutan terendah dari program kerja di Hutan Desa Durian Rambun yaitu Pengembangan Usaha Madu dengan persentase skor 35,03%. Adapun faktor-faktor yang mempengaruhi efektivitas program kerja di Hutan Desa Durian Rambun adalah pendidikan, umur, dan pengalaman. Faktor pendidikan memiliki nilai signifikansi 0,010 sedangkan faktor umur memiliki nilai signifikansi 0,001 dan faktor pengalaman memiliki nilai signifikansi 0,002. Ketiga nilai ini lebih kecil dari 0,05 yang menunjukkan bahwa ketiga faktor tersebut berpengaruh signifikan terhadap tingkat efektivitas program kerja. The effectiveness of work programs in the Durian Rambun Village Forest is a crucial issue that needs to be studied to determine their success rate and how they can increase community income and consumption levels. The Durian Rambun Village Forest has a Social Forestry Work Plan (RKPS) and an Annual Village Forest Plan (RTHD).The Social Forestry Work Plan (RKPS) in Durian Rambun Village Forest will be amended because the Social Forestry Work Plan (RKPS) in Durian Rambun Village Forest has been running for 10 years. However, the Social Forestry Work Plan (RKPS) with the latest format in Durian Rambun Village Forest is still in the process of being submitted to the Medan Social Forestry and Environmental Partnership Agency (PSKL).Therefore, research examining the effectiveness of work programs in village forests is crucial. Due to changes to the Social Forestry Work Plan (RKPS), weaknesses in the program should be identified and further optimized in future Social Forestry Work Plans (RKPS).The purpose of this study is to analyze the effectiveness of the work program in the Durian Rambun Village Forest and analyze the factors that influence the effectiveness of the work program. The sampling technique used Purposive Sampling for selected respondents and Simple Random Sampling for communities involved in the management of the Durian Rambun Village Forest as well as the SPSS computerized method for multiple regression analysis in analyzing the factors that influence the level of effectiveness of the work program in the Durian Rambun Village Forest. The results of this study indicate that the level of Effectiveness of the Work Program in the Durian Rambun Village Forest is considered Effective with a percentage score of 66.67% - 100%. The highest order of work programs contained in the RKT is Security/Forest Patrol with a percentage score of 100%. The lowest order of work programs in the Durian Rambun Village Forest is Honey Business Development with a percentage score of 35.03%. The factors that influence the effectiveness of the work program in the Durian Rambun Village Forest are education, age, and experience. The education factor has a significance value of 0.010, while the age factor has a significance value of 0.001, and the experience factor has a significance value of 0.002. These three values ​​are less than 0.05, which indicates that these three factors have a significant influence on the level of effectiveness of the work program.
